BOROUGH COUNCIL.
LYTTELTON, Monday, August 21. Present —Crs Allwright (in chair), Hawkins, McDonald, Holmes, Parsons, P. Cunningham, and W. Graham. The clerk stated he had received £2 16s during the past week. His Worship the Mayor here entered and took his seat, Correspondence was read— From Mr W. A. Shephard, manager of the New Zealand Loan and Investment Company, stating that the company would be ready to receive £2308 at fourteen days’ call, and pay interest at rate of 7 per cent. From Messrs Garforth and Lee, requesting permission to put up two horse posts in Norwich Quay opposite their premises, and also to bridge the aide channel. From Mr J. Illingwor'h, requesting permission to quarry stone on the Sumner road, about I chain from the place he is at present working, as he found it difficult to keep the road clear at present. From Messrs Sutton and Weastall, asking permission to erect a verandah in front of their premises in Oxford street,
From T. Newton, Arthur Eaton, R. Eaton, and Wm. Holmes, residents on the old Governor’s Bay road, asking the Council what was to be done with their road, the thoroughfare having been stopped, which was a great inconvenience and loss to all residents thereabouts.
Messrs Garforth and Lees’ request was granted, subject to the supervision of the foreman of works.
Mr Illingworth’s request was granted, it being understood that he was to leave the place he is at present working in a safe condition.
Messrs Sutton and Weastall’s request was also granted on the usual conditions. A discussion ensued as to the request from the residents on the old Governor’s Bay road, Ora Holmes, Allwright, Cunningham, Hawkins, and his Worship the Mayor speaking at length. It was resolved—“ That the foreman of works be requested to inspect the road, with a view to having it repaired, and that the Government be written to asking them if they would make a small cutting, rendering the road a thoroughfare for pedestrians,” The Mayor stated he had visited the Ticehurst road, in company with Or Hawkins and the foreman of works, and they had decided to have the concrete in the side channels continued to the wooden drain crossing the road, and the ditches cleared out on the upper parts of the road ; also, to have the road metalled. They could not recommend having the hill cut down, as it would interfere with the adjoining sections and fences. The works referred to bad been completed. Resolved—“ That the action of the subcommittee be approved." The foreman of works’ report was]read, it ran as follows :—“ I have taken the measurement of the two drains in the Sumner road from Reserve 68, and estimated cost of proposed drain through Mason’s section. I propose laying an open concrete invert through Mr Nalder’s section, 18 inches wide and 12 inches deep, a distance of 89 feet, and to put down 12-inch pipes for 87 feet, with box let into the clay bank, to bring water on to the Sumner road, I consider a culvert 50 feet long suitable for the bridge on Simeon Qaay, near MrFergusson’s, the culvert to be of brick and egg-shaped. I recommend a culvert of similar shape and breadth, but 66 feet long, to be placed across the gully on Voelas road. I cannot give full information regarding fire brigade uniforms at this meeting, but hope to be in possession of full particulars next week.” With reference to the drains through Mason’s and Mr Nalder’s sections, it was determined to defer the discussion for a a week, and it was further resolved not to decide upon the erection of the two proposed culverts at present; and his Worship the Mayor and Crs Cunningham and Hawkins were appointed a sub-committee to inspect the works reported on by the foreman of works, and report next meeting. Accounts amounting to £62 Is 5d were passed for payment. In reply to Gr Holmes, the foreman of works stated that more than £3O had been spent on the Dam pier’s Bay road. The Mayor stated that the borough solicitor had informed him that the Rev Mr Dudley had signed deed re road in Joycetown.
lenders were opened for concrete channeling, &c. After a very lengthy discussion, it was resolved —“ That the question of looking at proposed work, and accepting or rejecting tenders, be left to the sub-com-mittee elected to inspect the works reported on by the foreman of works.” The Mayor mentioned that a lot of fine gravel ballast was being discharged from the barque Wanlock, which would be peculiarly suitable for repairing asphalte. The Government were willing to let the Council have ballast on payment of wharfage and haulage. The foreman of works was instructed to purchase quantity required. Or Cunningham moved, and Or McDonald seconded—“ That the member for Lyttelton be written to, requesting him to forward to the Council copies of any bills of local interest.”
Or Wm, Holmes called attention to the obstruction on Norwich quay footpath, opposite Bank of New Zealand section. The matter after discussion was dropped, and the Council then adjourned.
