ROAD BOARDS.

HBATHOOTI. This Board met on Thursday, July 6th. Present—Messrs S. Manning (chairman), Langdewn, Olephane, Attwood, and Kerr, The clerk reported haring received deposits, : ordinary rate, £6O 3s; Waimakariri, £4 11s sd; special rate, £lB Is; Government grant, £750 ; total, £836 15s sd, Letters were read from Paget and Hiscoke, declining to take up contract for forming road continuation of Opawa road. Resolved that their deposit be forfeited. From Mr Wbitelaw, requesting shingle for private roads. From Mr J. H. Stringer, re bad state of side channels and footpaths, Hereford street east and Stanmore road, between Cashel street and river Avon. From Mr W. Neighbours, requesting leave to put a tramW ay down from his Pottery works, at Waltham, across First street to the railway. From the Drainage Board, asking this Board to reconsider collecting rate of £29 struck on the main outfall drain, as they thought the benefit derived by the Heathcote Road Board from the same was considerable, therefore it ought to be exempt from rates. From Commissioner of Police, re rates ; referred .to the clerk. From Murphy and Graham, asking for extension of time for forming the streets in Waltham. From Mr J. A. Morgan, complaining of bad •tate of Barbara street, and asking to hare shingle put on the footpaths. From Mr Thomas McGarva and thirty-five other ratepayers at Waltham, requesting the Board to have the footpaths shingled and the crossings attended to. Messrs Nankerrille and Appleyard waitedjon the Board to hare the road past Mr Burrel’s formed. In reference to the correspondence, it was resolved that Mr Whitelaw’s request could not be entertained. That Mr J. H. Stringer be informed the Board had the work under consideration, and that the Drainage Board were also considering the matter of drainage in that locality. That Mr Neighbours be allowed to put down a tramway, subject to the approval of, and also notice from, the Board to remove same. That the Drainage Board question of payment of rates be held over for further consideration. That Messrs Murphy and Graham be requested to push on with their contract. That Mr Morgan be informed that the balance of subscription money not having been yet paid for forming the road, the Board decline to do more at present. That the petitioners re Waltham roads be informed the Board is urging the work on as, much as the bad weather and difficulties to be contended with will allow. —That the formation of road past Barrel’s be reconsidered after obtaining further information. That Mr Roper be written to re Ballestie’s creek, stating the Board were sorry it was beyond their jurisdiction to do anything in the matter. That Messrs Donoghue and Smith's contract for shingling Waltham roads be cancelled, and that their deposit of £6, and also the 60 yards of shingle already delivered, be forfeited. That twenty yards of shingle be put on the Union Wharf road, That a fence be erected along the Avon River road, fencing the river off. That' McOhambers be written to complaining of the slow manner he is carrying out his contract, and reminding him of the penalty he is under. The foreman to repair and lower culvert on fit John’s road on condition half cost of same is subscribed ; also, to attend to Ensor’s load. That the chairman be empowered to contribute towards defraying expenses incurred by holding meetings for Road Board conferences and other business connected with Road Boards. Tenders were opened for forming approach to New Brighton bridge; for shingling Waltham streets, River Avon road, Ollirier’s road, Bridle-path road, and Going’s road, and one for each accepted. It was resolved not to accept at present a tender for formation of continuation of Opawa road. Accounts to the amount of £405 8s Id were passed for payment,, when the Board adjourned.
