LATEST FROM EUROPE ♦ [By Submaeinb Cable. | London, April 4, Referring to the report that Germany had cancelled the treaty entered into with China, the Berlin Gazette explains that the treaty will be renounced in 1877, but that the German envoy lately proposed with the support of the other Powers interested, to negotiate for a revision of tlie present treaty.
