CITY COUNCIL.
Monday, November 29. The usual weekly meeting was held in the Council Chamber at 4 o'clock. Present —His Worship the Mayor, and Crs Schmidt, Jones, Thomson, Wood, Turner, Ick, Gapes, and Hawkes. The minutes of the last meeting were read and confirmed. The acting town clerk reported as follows : -—Received from rate collector account general city rates, 1875, £196 19s ; Waimakariri do, £32 16s 6J ; rent from Market Place, 7s ; license, £1; total receipts, £23i 2s 6d. Overdraft at bank on general account, £746 18s; overdraft on drainage account, £4445 8s 9d. Drainage rate account—Cr, £1754 4s sd. Wages, &c, to be paid on general account, £lOl 4s. The Mayor would remind Councillors that a special meeting of the Council with reference to the proposed loan would be held at ten o'clock on Thursday morning, and he trusted a quorum would be present. Cr Turner moved—" That a letter be addressed to the Secretary for PubMc Works asking that the stone so long stacked on land in front of the Supreme Court buildings may be removed." Cr Ick seconded the motion, which was agreed to. Mr J. W. Treadwell's letter respecting the formation of a tramway from the Addington Railway Station, and the right to occupy some land on the Lincoln road in connection therewith; and also having reference to the
formation of a private road, consideration of which had been postponed last week, was again read. Mr Treadwell waited upon the Council ana explained that if a road were formed it would tend to drain the surface water from off the land in his neighborhood, and prevent the necessity of deepening the open sewer running through his property. On the motion of Cr Ick, seconded by Cr Jones, it was resolved—" That the Council delay forming the drain through Antigua street, at the rear of the High school, for a fortnight, with a view of allowing Mr Treadwell to take measures for having the private road formed."' The city surveyor reported—"l. Tenders for channelling Kilmore, Peterborough, and Salisbury streets, will be laid before the Council this evening. Each street will be a separate contract. "2. The drawings and specifications for Hereford street bridge are now ready, and tenders are advertised for. "3. An application has been made to me to inspect a chimney in the factory of Messrs Lightband and Co., in Manchester street but as the property in question is not in the fire block it is not subject to the bye-law under which I must act. " 4. A report was made to his Worship the Mayor, that some damage had been purposely done to the brick sewer on the South or East belt. I have examined the sewer, and cannot find that any damage has been done ; but as a great portion of it is under water it is not possible to give the extent of the damage. " 5. From the heavy rains these belts are in the same deplorable condition that they were in after the last heavy rain, and, as I reported on that occasion, the sewer is carrying off the water as fast as its capacity will allow. It is easy to see at the present moment that the sewer is quite full, as the water in the open drain on the South belt is higher by some inches than the top of the arch of the brick sewer." In connection with clause No 1 of the report, five tenders were opened, and, on the motion of Cr Ick, the tender of Messrs Prudhoe and Cooper, at £1 5s per chain for Kilmore street, and that of Mr Jarvis Beard, for Salisbury and Peterborough streets, at a similar amount per chain, were accepted. The' remaining clauses were approved, the Mayor explaining that he had learnt that the damage done to the brick sewer was only trifling, and had been unwittingly done. A letter was read from Mr fi. P. Crosbie, acting hon sec to the Popular Amusement Association, applying for the use of Latimer square for public sports on Anniversary Day; also enclosing copy of resolution making aplication to the Council for their annual contribution, or in lieu thereof a portion of the old timber taken from Madras bridge, to be used in construction of a stand which will be of a permanent nature. The Mayor said that the timber asked for was useless for the purposes of the Council, and could be used by the Association in erecting a stand of a permanent nature, after a design which would be supplied by Mr Walkden. Cr Jones moved—" That the Council give the timber asked for." Cr Ick seconded the motion, which was agreed to. A letter was read from Mr George Packe, drawing attention to a corner of Cathedral square, where a footpath has been lately formed and channelled, thus blocking up a right of way leading to property owned by Mr Thomas Rowley, for which he (Mr Packe) is agent. Referred to the surveyor to attend to. A letter was read, signed by Mr J. Andrews on behalf of self and others, again calling attention to a letter forwarded by him some time ago, respecting the state of the footpath in Salisbury street west. Referred to the works committee. A letter was read from Mr J. Allan, Peacock street, calling attention to the rain water kept back in that street, through the Durham street footpath not being cut through ; and stating that this obstruction would also tend to destroy the newly-made road. Referred to the surveyor. A letter was read from Mr James Boot, Cambridge terrace, notifying his consent to any diversion of that portion of Free's Creek which runs through his land, for the purpose of forming Kilmore street or otherwise. A letter to the same effect was read from Mr E. C. Mouldy. It was decided that the work be carried out, at the discretion of the works committee. A letter was read, signed by Mr Geo. Findlay, calling attention to the last ten chains of Madras street. Referred to the surveyor. A letter was read from Mr J. E. Anthony for self and others, saying that no provision had been made for carrying the surface water from off that portion of the North town belt lying between Manchester and Barbadoes streets. Referred to the surveyor. Mr Gould's letter of last week was again deferred consideration. A letter which has already appeared in print was read from Mr E. B. Bishop respecting the services of the late town clerk. The letter was ordered to be acknowledged with thanks. Cr Ick having taken the chair, his Worship the Mayor moved the following motion, of which he had given notice:— " That this Council proceed, in accordance with clause 10 of the Municipal Council Amendment Act, 1871, to take a piece of land, being part of town section 733, having a frontage of at least 10ft on Hereford street and Cathedra] square, and forming the western boundary of Colombo street, opposite the Bank of New Zealand, for the purpose of widening that portion of the street." The Mayor having resumed the chair, Cr Thomson seconded the motion pro forma. Cr Turner moved as an amendment — " That consideration of his Worship's motion be deferred, and that it be referred to the finance committee to report on at Thursday's special meeting." Cr Ick seconded the amendment, which was carried. A driver's license was granted to William Smith, South belt. The report of the inspector of nuisances was read and approved. A case of a man who had been in the employ of the Council about sixteen months ago as a channel sweeper, and who, through receiving an injury to his wrist, had been incapacitated from working, was brought under the notice of the Council by Cr Gapes. At the suggestion of Councillors, Cr Gapes promised to furnish full particulars next week,
The Council then resolved itself into com- \ mittee to consider seventeen applications that had been received for the office of town | clerk. After the applications and testimonials had been read and considered, three were selected from among the number, and it was decided to make the final selection on Thursday next. The Council having resumed, The Mayor reported what had been done in committee; Or Hawkes expressed his intention of giving notice of motion next week providing for a good service fund for the employes of the Council. The Council then adjourned.
