DIOCESAN SYNOD.
Tuesday, October 26. The President took his seat at 4 p.m., and opened the proceedings with prayer, EXPLANATION. Mr Walker wished to explain as to a statement made by the Dean, and acquiesced in by-Mr Tancred, that Scripture History had been struck out of the latest Government standard, although the Ordinance prescribes Scripture History. Somewhat astonished at the statement, he had made inquiry, and had been informed on the best authority that the late Education Board had struck Scripture History out of the standard, but that the Minister for Education, since his appointment, had instructed the Inspectors to examine in Scripture History, in accordance with the Ordinance. In justice to the Minister for Education he thought it rignt to make this explanation. LOYAL ORANGE INSTITUTION. The President said that he had to lay upon the table a number of copies of the laws and ordinances of the Loyal Orange Institution, together with several papers connected therewith, which had been presented by Mr William Clifford for the use of the Diocesan Synod. REPORT. The Dean brought up the report of tbe select committee appointed to consider the regulations for assistant curates, which was read. LINCOLN AND SPRINGSTON DISTRICT. Rev Canon Cotterill moved—“ That the Earochial district hitherto called Burnham’ be enceforth called ‘ Lincoln and Springston.’ ” Tbe motion was agreed to, DIOCESAN CLERICAL PENSION FUND REGULATION AMENDMENT. Rev Canon Cotterill moved—“ That leave be given to bring in the following amendment in the Clergy Pension Fund Regulations—in clause 7 for ‘ March 31st, 1876,’ to substitute ‘December 31st, 1876’ ; and if leave be given that the amendment be read a first time.” The motion was agreed to, the amendment read a first time, and ordered to be read a second time to morrow. HEATHCOTE CEMETERY. Rev G. J. Cholmondeley moved —“That the Heathcote cemetery be placed under the management of a Board, to consist of the incumbents of the parishes of Heathcote and Opawa, and four members, two to be elected annually from among the communicants of each parish by the vestry of such parish within six weeks after its election. Such members to remain in office until the election of their successors. The senior incumbent to be chairman of the Board, and to have an original as well as a casting vote.” At the request of the Dean, the consideration of the motion was postponed until after Thursday. DIOCESAN FINANCIAL REGULATION V. AMENDMENT BILL. Bev B. 8. Jackson moved—“ For leave to introduce a Bill to amend Diocesan Financial Regulation Y., clause I—l. To strike out the word ‘ one ’ in the second line, and to substitute the word ‘ Whit ’ before ‘ Sunday,’ 2. To strike out the word ‘ one * in the third line, and to substitute the words ‘ the first Sunday after Epiphany.’ ” The motion was agreed to, the Bill brought in, read a first time, and ordered to stand for second reading to-morrow. REGISTRATION. Bev Canon Cotterill moved—“ For leave to introduce a Bill for making provision from time to time for the registration and revision of lists of persons qualified to vote for lay representatives to the General and Diocesan Synod (statute as in report); and if leave be given that the Bill be read a first time.” The motion was agreed to, the Bill brought in, read a first time, and to be read a second time to-morrow. STANDING COMMITTEE, On the motion of the Rev Canon Cotterill the Synod proceeded to elect the standing committee, consisting of six of the clergy, and six of the laity. The following were elected : Clergy—Rev B. A. Lingard, Archdeacon Willock, Rev Canon Cotterill, Rev H. Glasson, Rev J. W Stack. Laity—Messrs G. L, Hellish, F. de C. Malet, C. R. Blakiston, Hamilton. REPORT. Archdeacon Harper brought up the report of the select committee appointed to consider a draft Bill sent down by the General Synod with reference to the formularies of the Church, which was read. DUTIES OF ARCHDEACONS AND RURAL DEANS BILL. The Dean briefly moved the second reading of this Bill, and explained its provisions. The Synod divided on the second reading. Ayes—Clergy ... 14 Laity... II Noes—Clergy ... 10 Laity... 14 The Bill was consequently lost. ELECTION OF STANDING COMMITTEE, On the motion of Mr Malet, the remaining of the Standing Orders were postponed, with the view of proceeding with the election of one clergyman and two laymen, so as to complete the standing committee. The following were elected:—ClergymanRev H. J. Edwards. Laymen—Messrs T. M. Hassal and P Hanmer. DIOCESAN NOMINATORS. The Synod, on the motion of the Rev Canon Cotterill, proceeded to the election of diocesan nominators, when the following
were chosen :—Archdeacon Willock, Rev Canon Colterill, Messrs J. W. Hamilton, and T. M. Hassal. DIOCESAN BOARD. The following were elected members of the Diocesan Board : —Archdeacon Harper, Rev H. B. Cocks, Rev W. E. Paige, Messrs H. B. Grosson, H. J. Tancred, and R. J. S. Harman. “THE CHURCH NEWS.” Rev E. A. Lingard moved—“ That it be a recommendation to the Church work extension committee to make a grant of £ in support of the New Zealand Church News." Mr Mclntyre moved as an amendment — “ That the management and general direction of the New Zealand Church News shall be in the hands of a committee, consisting of his Lordship the Bishop and three clergymen and three laymen, who shall be elected annually by the Synod,” Rev E. A. Lingard expressed his willingness to accept the amendment, to stand as No 1 of the resolutions moved by him. The motion moved by Mr Mclntyre was agreed to. Rev E. A. Lingard then moved that the resolution he had first moved be adopted as No 2. Mr Cowlishaw moved, as an amendment—- “ That a select committee on the matter be appointed to-morrow.” Rev G. J, Cholmondeley moved —“ That the debate be adjourned until to-morrow. The Synod divided on the adjournment of the debate— Ayes—Clergy ... 10 Laity... 12 Noes —Clergy ... 12 Laity... 13 The motion was lost. Mr Hanmer moved —“ That the Synod do adjourn after notices of motion have been given.” The Synod divided— Ayes —Clergy ... 12 Laity... 14 Noes—Clergy ... 9 Laity..,. 12 The motion was carried. QUESTIONS. Rev F. A. Hare asked the date of the first public announcement by the Diocesan Education Committee of the subjects for the first Sunday scho d examination to be held about Christmas next. The President replied—The first public announcement was by advertisement in the Church News of July last. Rev J. H. Wills asked—ln accordance with a recommendation of Synod passed last session, have the Church Property Trustees secured the services of an architect to examine all plans of parsonages and other buildings to which they may have made any grant of money ? The President replied—An architect has been appointed. Mr Cowlishaw asked —Has the recommendation of the Diocesan Education Committee to appoint an inspector or inspectors of Sunday schools be<n carried into effect ? And if not, what reasons have stood in the way of the appointment ? The President replied—No inspector of Sunday schools has been appointed, because those of the clergy who are qualified for the office are otherwise fully occupied on the Sunday, and no money has been provided for the payment of the travelling expenses of an inspector. Mr Fendall asked—Would your Lordship inform the Synod if any regulation of the Diocesan or General Synod exists with reference to the number of times as a minimum that the Holy Communion should be celebrated in a parish or district church ? The President replied—There is no regulation either of the General or Diocesan Synod which prescribes the number of times as a minimum that the Holy Communion should be administered in a parish or district church. Notices of motion having been given, the Synod adjourned to 4 p.m. this day.
