Why do we oppose the Bill relating to the above 1 — I—Because we believe there should be established a Drainage Board for the main arterial drainage, and each district requiring to drain into it, should levy a special rate for that purpose. 2—Because the present Bill includes the City drainage, and no reason is shown why it should do so. 3—Because the construction of the City channelling is still to be carried on by the Council, |and paid for by debentures, already contracted for, therefore there is no necessity for the interference of an outside Board. 4—Because the drainage of Riccarton, Spreydon, Waltham, and Heathcote, including the Railway, can be taken to the Heathcote river, according to the Government plan, and if necessary, to the Canal Reserve, thence to the Estuary, or, according to the suggestion made by the City Council, to take the drainage in an independent brick drain parallel with those on the South and East belts to the Outfall Drain, which we are led to believe, by competent engineering authority, is of sufficient capacity to carry all the drainage of the water-shed of the district. s—Because the intention of the Bill is to levy a rate of Is in the pound every year, which we consider unfair, as the proportion in amount paid by the city, that is upwards of £7OOO, is greatly in excess of that paid by the combined districts. 6—Because there is no necessity for this ; inasmuch, as all works and charges should be carried on with borrowed money, repayable at long intervals, so that posterity should share in the cost of such works, and it is requisite to levy only a small rate to pay the interest and provide for a sinking fund. 7—Because the City taxes will shortly amount to two shillings in the pound, which, with the increasing Educational Rate, the proposed Bill, if it passes as it now stands, will very greatly add to our burdens, and probably be the means of driving trade and settlement from the City.
