BOROUGH COUNCIL.

KAIAPOI. Tuesday, May 18. The ordinary meeting of this Council was held on Tuesday evening. Present: The Mayor, Crs McDonald, Blackwell, Wearing, Milsom, Porter, and Parnham A letter was read from Mr Birch, recommending that a 4in tile drain be laid from Cass street in a direct line to the river, near Mr Braddell’s office, as the most effective and cheapest way to improve the drainage in front of the properties occupied by Messrs Smith, Hurse, Anderson, Stewart, Hollier, Pearce, and himself, being sure those interested would contribute towards the cost or the work. Cr Wearing, as chairman of the works committee, explained that the drainage along the side channels was adequate for the Council’s requirements. Cr Blackwell moved, Cr Porter seconded, “That the letter be referred to the works committee to report thereon as soon as possible.” Agreed to. Cr Wearing, chairman of the works committee, read a statement of the estimates for the ensuing year, 1875-6, as follows: —By rates, £330; river reserve rents, £25; court fines, £3O; licenses, £4; total estimated receipts, £389; to roads, £425; drainage, £150; sanitary improvements, £SO ; protective works, £1560; foreman, £125; clerk, £6O; fire brigade, £SO: office expenses, £150; total estimated expenditure, £2570. The committee, he stated, were unable at present to state what amount would be granted by the Provincial Government out of the vote for municipalities, and also from the special vote for protective works, Cr Porter hoped the amount for drainage would be increased to £3OO. With this addition, the estimates were passed. The town clerk laid the valuation roll—--1875-6—on the table, showing the total value of the assessed property to be £7388, viz., £368 higher than last valuation, Cr Parnham moved, Cr Milsom seconded—- “ That the valuation as per rate book be adopted, and the same be advertised as open for inspection.” Carried. The balance-sheet showed the receipts of the fortnight to have been —River reserve rents, £7 ; and the balance, £l4l 6s sd. On the motion of Cr Blackwell, seconded by Or Parnham, the accounts were passed, viz. :—Labor, £7 13s ; carting, £1 15s 8d : valuation, £3 3s ; coal, £1 10s ; foreman, £4 10s ; sundries, £3 7s 6d ; petty cash, £5. Total, £2B 9s 2d. The town clerk applied for instructions with regard to rates left unpaid by a former tenant, and was directed to recover same from present tenant. In reply to the Council, the clerk said eight kerosene licenses had been issued. Cr Porter drew attention to the advisbility for raising the road, so as to fill a hollow from the north-east approach of swing bridge to Great Northern store. Cr Wearing pointed out that the hollow was being drained. The matter was referred to the works committee. Cr Blackwell gave notice to move—“ That a rate of one shilling in the £ be made and levied on the rateable property of the borough as per ratepayers’ list, the same to be made payable on July Ist.” The Counted then adjourned.
