The Mayor gave a ( shqrt. resume of what had taken place with reference to the cab difficulty,, the particulars of. which are already known' to the putftic.. He regretted that an arrangement had not. been come to, but the Council were'not to.be blamed for this. He had. seen that'the cabmen were making a stand at the Cathedral square, and had written a letter to the Government respecting this. He was also glad to know that the police were, assisting-the Council, and compelling the cabmen to move on when obstructing a thoroughfare.- 3 The city surveyor reported—- !' 1.-, With the sanction of his Worship the Mayor, I have closed Montreal street bridge, as I found it in" a very unsafe condition, entireiy new bridge' will have to be built, as the piles of the old one are quite rotten, and there is not a stick of timber in the bridge, except the piles, more than three inches in thickness. "2. Colombo; street bridge was opened for traffic to the public to-day; :: ." 3. The stone breaking machine is stopped in consequence of the engine being taken away and my inability to procure another for the work. a "4. With regard to providing accommodation for bathers in Hagley, Park I find jthat a very simple construction of corrugated iron and timber, without roof or doors, and capable of accommodating one dozen bathers, together with a closet and new steps into the river, will cost about £30." On clause No 1 being discussed, LO Cr Jones moved that the finance committee report if any be devised for finding money to erect a new bridge on the site. of the present 'Montreal street bridge,: to report at next meeting." He felt that it would be a great pity if the inha itants of that portion of the- city were put to the inconvenience of having the bridge closed up for any lengthened, time. Cr Ick seconded the motion with pleasure, and endorsed what had been said by the mover of the resolution. .; ?.' Clauses 2,3, and 4 were approved. On clause 5 being read, Cf Haphael moved " That the wages of the. Street sweepers be raised to a uniform rate.? ; Cr Calvert seconded the motion, which was agreed to. : Cr Ick said that, with reference to the estimate of the surveyor on the ereotion of partitions in Hagley Park, the committee, taking the lateness of the season, and the "present state of the funds of the. Council, into consideration, would not recommend that the work be proceeded with this summer. . i . ~- ; r , fj. •_ The action of the" surveyor in submitting , \\9 Mtupfa WM approved,,

Four tenders for forming and metalling the East town belt were opened, and one accepted. OVII . ■' .* ■', - - '-J„-i Three tenders for forming and metalling the North and East belt were opened, and one accepted. The present state of the tanks throughout the city, and other matters requiring attention, were brought under the notice of the works committee. Cr Raphael asked if the new horse had been purchased for the Council's work, and if so, why it had not been used at the fire that day. He bad timed the arrival of the engines from Lichfield and Market place stations, ahd on asking the reason of the delay from the latter, he was told that the firemen had found it impossible to get one of the horses above.a walking pace. This delay might have caused a very serious .loss to the citizens. - . i Cr Ick replied that a very good horse had been purchased by the works committee. It was at the Market place station, and why it had not been used that morning the com- | mittee of course did not know. It was the intention of the committee to ask the Council for permission to get rid of one of the horses which was broken winded, and purchase two others. - The Mayor explained that the new horse had gone up to the Lichfield street station, and drawn the band engine from there in good time. The horses had started from the Market place station very well; but as had been said, one of the horses was broken winded. A letter was read from the Secretary for Public Works, stating that the Government have no appropriation for the purpose of building wall and iron.railing i along the. section on which.the court house stands; but the advisableness of laying out and levelling the "ground was. : under consideration. A Becond letter was read from the Secretary for Public Wbrksj informing the Council that a voucher for £25 on account of maintenance for the Government fire engine, had been forwarded for payment, Cr Jones hoped that as .the expenses for ; fire prevention purposes were increasing yearly,, that the Government wquld see fit to largely increase this'allowance. The Council would soon have to erect other tanks, and £6OO could be spent now in this direction. He hoped that this matter would be considered favorably by the Government. A letter was read from Mr W. Brightmore,; contractor for the Lichfield water supply, asking the Council to assist him with pump- ( ing applianpea/tokeep the water down, and, to inbrease"the'amount of the contract, as he bad Mready been put to a very great deal of expense not at first anticipated. Cr, Ick. that ( th« Council, ought, to render some assistance to the contractor. He had learnt that it would be injudicious to perform the Jpuiftpirig; with; any of.'the, engines, as they would be liable to be injured by the silt, but; be. had been informed! that there were two "6-irich pumps which had; been used at Lyttelton, and he would suggest that these be hired Or purchased, after being inspected by the surveyor and. Sir Harris. . j A'-resolnti6h authorising thai works committee to purchase pumps for this work was carried. *— * A letter was read from H. kerbing would be permanent work, and even concrete itself would not last for ever. Or Farr must 1 oppose the resolution on principle. It was absurd to compare wood with concrete, as the concrete laid down in Gloucester street would last when they had all passed away. Cr Hart said that before the resolution could be passed one carried prior to that of the 9th November would have to be rescinded first. If the resolution were passed he should appeal against its legality. Cr Raphael having replied, the motion was put and carried, Crs Hart and Farr dissenting. Cr Farr moved—" That all persons having fencing or trees encroaching upon or over the streets of the city have notice served upon them at once to remove all such encroachments within one month from date of such notice being given, in default of which proceedings will be taken in accordance with the Municipal Act." Cr Hart seconded the motion, which was lost on being put. The Council then adjourned. NOTICE OF MOTION. Cr Farr gave notice of the following motion—" Tnat notice be given to all persons having gorse fencing within the city that all such fencing must be removed within twelve months from the date of such notice, subject to the Municipal Act." ;
