BOROUGH COUNCIL.
KAIAPOI. Tuesday, November 17. The Council met at the usual hour. Present ; His Worship the Mayor, and Councillors Beharrell, Parnham, Wearing, Blackwell, Funston, and McDonald. The minutes of the previous meeting were read and confirmed. The fortnightly statement of accounts showed the receipts to have been £l3O 4s, made up as follows Government grant, £125 ; rates, £3 7s Gd ; rents, IGs Gd ; court fines, £l. The credit balance at the bank, general account, was £230 6s 3d. Letters were read from— Mr T. Taylor, asking permission to put a horse post in front of his premises, North road. Messrs W. Hassall and E, Hornby, asking permission to erect verandahs in front of their respective premises. The requests contained in both letters were acceded to, subject to the usual conditions. Cr Wearing presented a petition from thirty-seven ratepayers on the north side of the borough, praying that the Council would levy a separate rate of Gd in the £ upon all rateable property on the said north side as bounded by the north branch of the Waimakariri, such rate, together with the Government grant of £SOO, to be expended on embankments and protective works in the portion above named. In answer to a question, the Mayor said there were ninety-seven ratepayers in the northern portion of the borough, and it was necessary, before the Council could strike a separate rate for special works in that or any other portion, that a petition, signed by. onethird of the ratepayers in such portion, should be presented to the Council, asking to be specially rated. It appeared that more than a third had signed the petition presented by Cr Wearing, and if the Council concurred in the prayer of the petition, the rate could be made. The Government had declined to hand over the vote unless a special rate of Gd in the £ were paid by the persons interested. On the motion of Cr McDonald, seconded by Cr Funston, it was unanimously resolved, “That the petition bo received, and that the Council accede to the prayer thereof.” Accounts, amounting to £2B 7s, were passed for payment. It was resolved, “ That a special meeting of the Council be held on December Ist, at 6.30 p.m., to consider a notice cf motion handed in by Cr Wearing for the Council by special order, to make a separate rate of Gd in the £ upon the rateable property in the northern portion of the borough, according to certain described boundaries.” The Council then adjourned.
