ROAD BOARDS.
HEATHCOTE.
This Board met on Thursday, October Ist. Present—All the members.
The minutes of last meeting were read and confirmed.
The clerk reported having received during the fortnight—ordinary road rates, £62 10s 4d ; Waimakariri, £4 10s 9d ; rent of Bwing bridge, last payment, £l7 18s 4d ; Avon Road Board share of expense for keeping Stanmore bridge in repair, £3 14s 5d ; deposit on contract, £34 10s ; total, £123 SflOd. It was resolved that Messrs Garrick and Cowlisbaw be instructed to write to the City Council, requesting them to remove the obstructions placed by them on a road leading from Matheson’s road to Ollivier’s road, failing which to take legal action forthwith, and that Mr Huddleston be instructed to prepare a plan of the road referred to.
Correspondence was then read as follows ; From the Secretary of Public Works, re guide posts,—to be acknowledged—also from same, requesting a copy of the rate roll of the Christchurch East Educational district comprised within theHeathcote district. The clerk was directed to furnish same.
From Mr H. W. Packer, offering on behalf of Mr Savage, to make over twenty-five links on each side 3 of section 39, so as to widen the existing accommodation roads if the Board will form same.
To be informed the Board agree to the dedication of same, and will form them as soon as it is in a position to do so. From Mr Bell re drainage at Waltham.
To be informed the matter has been attended to.
From Mr Snedden, and also from Mr Oxford, re drainage on the East town belt. To be informed their complaints will be endorsed and forwarded to the City Council, to whom they had better apply to get the nuisances complained of abated. It was recommended by the Board that some gravel should be placed on Piper’s road, and the drain cleared out as soon as the labor gang had time.
In reference to Messrs Austin and Kirk’s request, it was decided that the road should be made passable. Resolved —“ ThatJ the labor gang proceed with the formation of the River Avon road, past Mr Wright’s, as laid out by the surveyor ; also, that the clerk write to Mr Sycamore, requesting him to sign his contract, or that the same will be forfeited. Mr J. Newton waited on the Board, recommending certain machinery for road-making, stone-breaking, See. ; when the Board informed Mr Newton its funds would not allow it to entertain the thought of purchasing at present. Mr Leatham, contractor for improvements on the Sumner road, waited on the Board in reference to the cutting, &c. ; when the Board resolved that as it would be impossible to keep the cutting open while the blasting was going on, that the clerk advertise the same to be closed for traffic, commencing from the Bth instant.
Mr Papnrill waited on the Board, asking for a culvert to be put in at the end of section 1692, as the old one was rotten. Agreed to on certain conditions. Accounts to the amount of £llß Os 2d were passed for payment, when the Board adjourned.
AVON. The usual meeting of the Board took place on Wednesday, 30th September. Present — the Chairman (E. G. Wright) and all the members. The clerk reported the receipts since last meeting £l7l. The Chairman explained that Mr Peacock and himself had seen the Government with respect to the grant for the New Brighton road, and found that the grant could not be obtained unless supplemented by subscriptions, and with regard to immigrant labour, the Government were happy to say they had none. Letters were read from— Mr Hewitt, offering to dedicate the road as wished. From Thos. Hunter, about a culvert crossing the North road by Mr Norman’s. The surveyor was directed to inspect the drain, and clear it as far as necessary to allow the water to get away.—The Chairman stated what had been done in the matter of the drain on Park road. From Mr Waite, concerning his contract.— Referred to Mr Walkden to report. Mr J. Philpott saw the Board in reference to water flooding the parsonage from the Office road.—The board promised that it should be attended to at once. The contractor for shingling the road by the meat factory asked for an extension of time. One month was granted. Mr Chalmers saw the Board respecting the drain running through his land, and objected to its continuing to do so, as it took too much off his small section of land. The Board stated that it would communicate with Mr Bing, as it was under the impression that the land had been reserved by him for a drain. Mr Grimsay saw the Board in reference to the drain filled in by Mr Horner.—He was informed that it would be cleared out at once. Messrs Hawkins and Green saw the Board in reference to the clerk having obtained information from the occupiers of houses as to the rent they were paying, &c, and thought it should not be allowed : also with respect to the rates. Mr Green wished to know if anything was going to be down with the drainage at Knightstown. He was told that the Board contemplated attending to the drainage as soon as it was able to do so. Mr Spencer saw the Board, in reference to the road to the Styx by King’s. Also, offering to complete the approaches and road to the bridge. His offer to do the work was accepted. Mr Sycamore saw the Board in reference to his account for supply of shingle. Referred to Mr Walkden to pass. Mr Hawkins saw the Board, with regard •to work promised to be done, and offered to supply horse labor if undertaken at once. He was told that the work should be seen to. 1 A petition was read from the inhabitants of Fook street, in reference to drainage. The surveyor was directed to re-lay the pipes. Tenders for certain works were opened, and one accepted in each case.' The tenders for the North road were not entertained, as alterations in the work was made, and fresh tenders were to be invited. Mr Dickinson moved, Mr Duncan seconded, and it was carried, that the Chairman be empowered to accept a tender for the reforming the North road. The surveyor was directed to call for tenders for additions to the present office. Mr Dow saw the Board about a bridge. Referred to the surveyor to report. The surveyor’s report was read and considered. With regard to O’Donoghue’s and Mear’s contract, it was resolved that it be cancelled and the deposit forfeited. A letter from Foster Brothers asking for extension of time to complete their contracts. The Board granted five weeks. Mr Peacock drew attention to the state of the culvert crossing the St Albans road. Surveyor to inspect, and report next meeting. Mr Dickinson drew attention to the bad state of Toon road. The surveyor was directed to get some gravel put on; also to put gravel on the North road between the office and Papanui. The Board adjourned,
LINCOLN, The Board held their ordinary monthly meeting on Thursday, the Ist instant, at the office, Prebbleton, Present Messrs Marchant, Leadley, and Maskrey. In the absence of Mr Tosswill, Mr Leadley moved, and Mr Maskrey seconded—“ That Mr Marchant take the chair.” The minutes of the last meeting having been read and confirmed, The surveyor read his report, the principal part of which bore reference to the various roads upon which the labor gang had been employed.lt concluded as follows:—“ I beg to suggpst to the Board that as the contract for cleansing Knight’s and Dawson’s creek and Tramway drain will expire on the 21st of this month, and as the weeds, &c., in Blackler’s drain are making rapid growth, it would be advisable to at once call for tenders for carrying out these two works for the ensuing year.
“ I have collected in all of the general district rates, 1871, £252 Is 6d, and of the South Waimakaririrate, £25 17s Id; of which I have paid into the Bank of New Zealand, general district rates £234 5s fid, and South Waimakariri rates £24 8s 9d ; also, for rents of immigrants’ cottages, £6 18s. Timber and mapssold, £1 Bs. I would again remind the Board of the expediency of having the immigrants’ cottages painted before the hot weather commences, and also that it is very advisable to get them insured as soon as may be.”
The surveyor was requested to write to the Secretary for Public Works informing him that the Board would suggest the advisability of painting and insuring the immigrants’ cottages before the dry weather sets in. A petition was read from J. Silcock (manager for Mr W. Saunders), Jas Shaw, and others residing in the Lincoln swamp, requesting the Board to cleanse Blackler’s drain. The Board decided to call for tenders for the work. It was also decided to call for tenders for cleansing and maintaining Knight’s and Dawson’s Creek and Tramway road drain, for a period of twelve months. Tenders for the two works to be sent in to the Prebbleton Hotel on the 15th instant, before 6 p.m, A petition was received from Jas. Wheeler and Wm. Fussell, requesting the Board to make them an outlet to their land ; the surveyor was directed to write and inform them that the Board had, at a previous meeting, decided to expend the sum of £SO in improving the road to their properties. The following correspondence was read : From the Provincial Treasury, informing the Board that the sum of £852 10s, being instalment of Provincial Government grant, had been paid in to the credit of the Board at the Bank of New Zealand.
From the Commissioner of Police, acknowledging letter from the Board relative to the wandering at large of horses, cattle, pigs, &c, through the district.
The Board decided to call for tenders for delivering and stacking seven yards of metal to the chain on each side of the Springs road, from the Post office corner to the river bed.
Tenders were then opened, and one accepted for each of the following works;— Tancred and Halswell road, forming, 20 chains; Townshend’s drain, deepening, 15 chains ; Halswell road, by Ladbrook’s, reforming, 53 chains, more or lees; Dawson’s road, reforming, 43 chains, more or less; Harwood and Hampton’s road, forming, 40 chains; Tramway drain road, claying and metalling, 30 chains. As there was only one tender for metalling 51 chains, more or less, of Halswell road by Ladbrook’s, and the Board considered that too high, it was decided to invite fresh tenders for the work, to be sent in at the next ordinary meeting of the Board.
The pay-sheet, amounting to £BS Bs, having been passed for payment, the Board adjourned until Thursday the sth November, 1874, at 2.30 p.m.
ELLESMERE. The usual monthly meeting of the Ellesmere Road Board was held at Leeston on the Ist instant. Present—Messrs C. J, Bridge (in the chair), R. Lockhead, J. Rennie, and W. B. Woodman. The minutes of the last monthly meeting having been read and confirmed, the following letters were read : From Andrew Anderson and six others, asking for a drain to be cut between sections 97, 16, and 8150. The overseer was directed to report by next meeting of the Board. From E. T. Bentley (bootmaker), and William Penteton (carpenter), applying for the use of two of the cottages now building for the immigrants on reserves in the Ellesmere districts. Both applications declined. _ From Mr Manson, stating that should the side drain on Wilson’s road be made according to contract, the supply of water through his land would be completely cut off. The overseer was directed to see Mr Manson on the subject. From Secretary for Public Works, enclosing copy of rules affecting immigrants’ cottages. From the Provincial Treasury, informing the Board that a sum of £1628 15s had been placed to the credit of the Board at the Union Bank of Australia. From the Secretary for Public Works, enclosing a recommendation to the Board to erect guide-posts in places which may conduce to the convenience of the public. Deferred for future consideration. From the Provincial Secretary, requesting the Board to allow their overseer to survey a piece of land, part of rural section No 7727, as a site for the Lakeside ward school. The overseer was instructed to perform the work in accordance with the requisition. Mr J. H. Dodd appeared, asking the Board to carry out the deepening of the creek between his laud and Mr Williams’, as promised them by the Board. The work was ordered to be proceeded with as soon as the season will permit. Mr J. J. Johnson appeared, asking for an outlet from his land and others around him, as the roads were simply impassable. It was decided to drain and form forty chains from Ludeman’s drain to corner of section 7634. Messrs Fay and Parker appeared, asking the Board what could be done to the Lower Hanmer’s road, as it was at present in a very bad state. The Board decided to repair the road, and make the culverts and gullies passable. Mr Donoghue, carpenter, complained of a large quantity of water collected in front of his workshop at Doyleston,
The Board informed him that they would consider the grievance, and try to accommodate him in the matter.
Mr John Lahee appeared, complaining of a quantity of water on the road at the back of his house, and also on his land. The Board informed him that the matter would be looked into.
Mr Sherratt appeared asking the Board to fill up some small gullies on the Lower Killinchy road. It was resolved that the outlet for drainage of water, applied for by Mr Marshall, be done on the usual terms.
A letter was read from George Gilmore, asking the Board to metal a portion of the Drain road, from Doyle’s corner to the Branch drain. Deferred for future consideration.
Tenders for the following works were accepted : —Metalling Burnham road, Is 2d per yard; metalling Ridge road, Is 5Jd per yard ; metalling Main road, Is 5d per yard ; formation Boundary Creek road, 12a per chain.
The tenders for metalling Jollie’s road were declined as excessive.
The overseer’s report was read and considered, and the pay-sheet, amounting to £321 4s, examined and passed for payment.
An application was made by Mr Woodman to have Woodman’s Creek cleaned out between the Leeston Road and the Irwell.
The overseer directed to report at the next meeting. The overseer was directed to call for tenders for the following works, tenders to be sent in by the 9th instant :—Outlet of Marshall’s drain, formation and metalling by Bishop’s corner. Tenders for the following works to be returnable Ist November proximo ;—To drain and form 40 chains of road from Ludeman’s drain to corner of section 7634, for metalling Lower Selwyn and Lake road ; ditto 60 chains timber depot road, A vote of thanks was passed to the chairman, and the meeting adjourned.
