ROAD BOARDS.
HEATHCOTE. The Board met on Thursday, September 3rd. Present—Messrs Ness, Attwood, and Dunlop. Mr Ness was voted to the chair. The minutes of the last meeting, and also of the last special meeting, were read and confirmed. The clerk reported having received ordinary road rates, £3l 19s Gd ; Waimakariri rates, £2 4s 2d : from James Virtue, rent of swing bridge, £l7 18s 4d. Total, £52 2s. A petition and subscription list was handed in from the residents at St Martin’s, asking the Board to form and shingle roads in the said district. The consideration of same was deferred till next meeting. A letter from Mr F. H. Rrittan, respecting the dedication of apiece of land to the Board, to be used as a road in continuation of Cashel street east, was read and approved of. Letter from Mr J. Inglis re road at St Martin’s. To be informed the Board at present saw no objection to the same. Letter from a resident at the quay, calling the Board’s attention to the existence of a snap boiling establishment which caused an insufferable nuisance to the neighborhood, and asking the Board to take steps to have the nuisance abated. It was resolved that the Board should take action in the matter, and that to commence with the clerk was directed to give the owner of the establishment complained of due notice to abate the same according to the Ordinance. From Messrs Austin and Kirk rc road near Miss Skillicorn’s. To be informed the Board would consider same. From Mr Deßourbel, and also from the City Council, complaining of the stagnant water at the head of the Ferry road drain. To be acknowledged, stating the drainage question in this quarter was under deliberation. From the Secretary for Public Works, acknowledging letter from the Board of the 27th ultimo, with enclosed tenders for improvements on the Sumner road, from the Shag rock to Day’s stables, in answer to which the Secretary of Public Works writes as follows —The lowest of these tendorsisfor £IO3O, which will absorb the whole of the grant of £IOOO, and leave nothing for the work at Moa Bone Point. The object with which the money was voted was for the improvements necessary along the line of the Sumner road from the bridge to Sumner, and two points were especially selected, as those where improvements was most called for, viz : —The road between the Shag rock and Day’s stables and the cutting at Moa Bone Point. The Government is of opinion that the vote should bo applied in the propoition of about £3OO to the Moa Bono Point, and £7OO to the road between Shag rock an I Day’s stables. There are two courses open, either to accept the lowest tender for £IO3O, the Government paying £IOOO towards the work, and the Board undertaking to expend say £3OO at the Moa Bone Point, or to reject the tenders and call for fresh ones, the work being so far reduced that the rate can be applied as nearly as possible in the proportions above indicated. The Government is prepared to act in either of the ways proposed, upon hearing from the Board what it thinks best to be done. The Board resolved—“ That the plans and specifications for improvements between the Shag rock and Day’s stables, be returned to the Government for the purpose of having them modified, so as to bring the cost (including the other work to be carried out at Moa Bono Point) within the grant voted for the purpose, viz-—£1000; and, previous to the Board’s calling for fresh tenders for the same, that tenders be invited for carrying out improvements at Moa Bone Point at once, according to plans and specifications now in the hands of the Board. Messrs Kerr and Pepprill waited on the Board respecting the road by Mr Kerr’s property. They were informed that as soon as the said road was dedicated to the Superintendent, the matter would be attended to. A petition from nine ratepayers was received, asking the Board to call a public meeting at Woolston, to allow the rate payers another opportunity of expressing their opinion in reference to the Ferry Road and Waltham drainage. The Board agreed that as there were so few calling for a public meeting, and as a meeting was held so recently, and the resolution then carried in reference to the matters referred to being almost unanimous, that it would be impolitic to re-open the question at present. The clerk was instructed to advertise for tenders for screening and carting 900 yards of shingle for the Canal Reserve road ; also that all rates not paid before the 21st instant, would be sued for without further notice ; also to write to the Government in reference lo Mr Ballinger’s appointment as bridgekeeper.
Mr 11. Marlin waited on the Hoard re (liver Ileathoote road. He was informed as soon as the Hoard could obtain the timber ordered the inconvenience would be remedied. The clerk was directed to write to Mr J. S. Williams, asking if he would be good enough to appoint a surveyor to meet the Board’s surveyor to survey the River road along his frontage, as the Board have bad complaints made of the recent survey. Accounts to the amount of £284 14s 8d were passed for payment, when the Board adjourned to 6.80 p.m. on Thursday, the 17th instant. MANDEVILLE AND RANGIORA. This Board met at the office, Rangiora, on Friday last. Present Messrs Blackett, Boys, and Duncan. The following correspondence was read and considered, viz.:— From the Provincial Treasurer, enclosing cheque for £2Ol, being amount of General Government grant. The clerk was instructed to return voucher for the same. From the surveyor of the Courtenay district, enclosing plan and description of the revolving scoop used in the Courtenay district. The clerk was directed to reply, thanking Mr Stedman for the trouble he had taken in the matter. From Mr C. Young, offering to erect the proposed bridge over the Cam, at a slight increase on his previous offer. The Board decided to give the amount previously mentioned, and the clerk was instructed to reply to that effect. From Mr T. Bird, asking for some pipes to be laid in a creek on the Kaiapoi and Ashley road. The clerk was instructed to have a temporary wooden culvert put where required for the present. From R. Evans, Ohoka, offering to do the formation and metalling to the Drain bridge, at Is 6d per yard. This offer was not accepted, but the clerk was instructed to let the northern approach to T. Vincent, at Is Gd for shingle, and Is for soil, as offered by him ; the work to be proceeded with at once. A petition was received from a number of ratepayers in Woodcnd, asking that the footpath from the school to the corner of the Rangiora road should be formed. The clerk was instructed to reply, stating that the work should be put in hand at once. From the Gust Road Board, stating that tenders had been invited for re-forming the cutting on the Boundary road, and asking the Board to contribute half the cost of the work, which was agreed to be done. The clerk was instructed to call for tenders for metalling a portion of Boys’ direct road. It was resolved that the work required on the Beach road, Kaiapoi, be proceeded with as soon as the land purchased from Mr Mclntosh was conveyed, and the clerk was instructed to request the attendance of Mr Mclntosh and Mr Porter at the next meeting of the Board for the purpose of signing the deed of conveyance ; also to have the necessary levels taken and estimates laid on the table. It was resolved that, till further notice, the meeting of the Board be held monthly, Hie next to be on the first Friday in October. Accounts, amounting in all to £l5O 12s Gd, were passed lor payment, and the meeting adjourned. SPRINGS. A meeting of the Board was held on Tuesday, the Ist Sept. In the absence of Mr Curry (chairman), Mr A. P. O’Callaghan was voted to the chair. The surveyor read his report. He had collected of the general district rates, 1874, £BB 14a ; Waimakiriri rates, 15s lOd. Total, £B4 !)s lOd. Boyle’s men had been er gaged in repairing roads and replacing culverts throughout the district. He had completed the two ratepayers’ rolls for 1875, MrWilson, the contractor for the bridges over the LI and No 2 rivers had commenced carting the timber, and would start pile-driving in a week or ten days. The following correspondence was read:— From Mr Wm. Miles, stating that he had fenced his side of the drain, and hoped Mr Curry’s side would be done without delay. Also, that he had removed his gates from across the road, aud trusting the resolution passed by the Board referring thereto would be fully carried out. From the Secretary for Public Works, stating that the Government were not prepared at present to carry out the suggestion of the Board as to double cottages, they being of opinion that the extra accommodation would not warrant the expense. From the Provincial Secretary, forwarding a book of sheep brands for the use of the Lincoln pound. It was resolved—“ That Mr E. Curry have notice to remove his gates on Powel’s road, as soon as possible.” “ That Messrs Hill and Archer be paid £7O for the assessment of the district.” “That Mr W. Mills be informed that the works required at the end of Gould’s road will he attended to without delay.” “ That Messrs Ranger, Burns, and others be informed that as soon as the land is fenced the Board will proceed with the formal ion of the Lincoln Tramway road to Rolleston.” Tenders were accepted for forming Weedeu’s, Day’s, and Ellesmere roads. New works were ordered to be advertised for. The pay-sheet, amounting to £842 0s 9d, was passed for payment, aud the meeting adjourned. LINCOLN. A meeting of this Board was held at the olli.ee, Prebbleton, on Thursday, the 3rd inst. Present: Messrs J. N. Tosswill (chairman), Marchanfc, Leadley, aud Maskrey. The minutes of the last meeting having been read and confirmed, the surveyor read his report, which was considered. It was decided to invite tenders for forming 20 chains of the Tailored and Halswell road, commencing at Townshcnd’s drain, and running westwards towards Townshend’s; also to deepen 15 chains of Townshend’s drain, going northwards from Page’s bridge, so as to take up all the fall. The Board requested the surveyor to call the attention of the police to the fact that a largo number of horses, cattle, aud pigs are constantly at large upon the public roads in the district. The following correspondence was read:— From R. B. Marshall, requesting the Board to allow him two-thirds cost for his fence
abutting upon the gravel reserve, Prebbloton. His letters were considered, and the chairman was requested to take a legal opinion on the subject. From the Provincial Treasurer, enclosing cheque for £402 on account of the grant to the district, under the Payment to Provinces Act, 1872.
From the Secretary for Public Works, asking if the Board have any further suggestions to make as to regulations for immigrants in cottages. The surveyor was requested to reply that the Board does not see that they can be improved upon. From the Secretary for Public Works, informing the Board that the Government has accepted the tender of Mr Thomas Leatham, for clearing the river Halswell. From Mr Charles Barrett, respecting legal expenses incurred by him in conveyance of portion of section 1400 to the Board for road purposes. The Board decided to pay the account enclosed. E'rom the Secretary for Public Works, informing the Board that the sum of £27 7s for extra work to cottages and architect’s fees thereon, has been paid in to the account of the Board. Tenders were opened, and one accepted in each case, for the following works :—Halswell road, by Ladbrook’s, forming 110 chains more or loss ; Ellesmere road, by Dawson’s, claying through the sandhills ; Ellesmere rond, by Dawson’s, forming 200 chains, more or less. The Board decided to call for tenders for the following works ; —Re-forming 58 chains more or less of Halswell road, by Ladbrook’s, commencing at the Lincoln road and running in a straight line to the lower corner of Ladbrook’s fence ; re-forming 43 chains more or less of Dawson’s road, commencing at the Prebbleton and Halswell road, and running to Haydon’s bridge ; forming 40 chains of Harewood and Hampton’s road, going west from the western end of Cunneen’s contract; metalling all those portions of the Halswell road by Ladbrook’s, at present unmetalled, between Ellmer’s corner and Osborne’s bridge ; Tramway Drain road, 30 chains, commencing at the southern end of Annett’s metalling, and going southerly, to put on 8 yards of clay, and after that 22 yards of metal to the chain. The Board decided to carry out the following works by day labor, viz—To plough and form the sides of the Springs road, from the P. O. corner to the river-bed ; and of the Sliand’s road, from the Wheatsheaf to the river-bed; after which tenders will be invited for metalling the same. The surveyor was requested to advertise that all rates not paid before the 15th of October next will be sued for without further notice. The pay-sheet, amounting to £720 6s 7d, having been passed for payment, the Board adjourned until Thursday, the Ist of October, at 2,30 p.m, SPREYDON. A meeting of the Spreydon Road Board was held on Tuesday the Ist inst. Present : all the members except Mr Bell. The minutes of last general and special meeting were read and confirmed. The following letters were read— From the Secretary for Public Works, requesting the Board not to allow any more earth to be taken from the Eiccarton Junction road for the footpath, Lincoln road. Another, stating that the bridge across the Heathcote, Lincoln road, will be proceeded with as soon as possible. From the Provincial Treasurer, stating that £ls, portion of quarry road grant for Colombo road, had been paid to the credit of the Board, From Messrs Payne and McDonald, requesting the Board to clear and deepen the Heathcote river, aud they would pay a portion of the cost. Messrs Dunbar and Ashworth were appointed to inspect the river and report at next meeting. A special rate of Is in the pound was ordered to be made and levied on a portion of section 79, and the list signed by the chairman. It was resolved—“ That tenders be invited for the following works, viz:—Forming roads on part of section 79, a portion of Middle Lincoln road, and road through section 327.” The collector stated that Mr Archer refused to pay the rates due upon a portion of section 7G, which was occupied by him when the rate was struck. The collector was directed to write and demand it from him, and in case of refusal, to sue for the amount. Resolved—“ That all rates due that are not paid within 21 days be sued for, and the same bo advertised. An account to the amount of £8 12s was passed for payment. The accounts paid by treasurer since last meeting, amounting to £195 18s 4d, were approved, and the Board adjourned, HP HE following extract from the Regula--1 tions for the Registration of Life Policies is published for general information ; 1. Every policy-holder, who is such in respect of a policy granted or entered into in New Zealand by a Company who shall have made a deposit of securities under the Life Assurance Companies Act, 1873, may, if the policy or contract has been made before the commencement of the said Act, register such policy with the Public Trustee within twelve months after the commencement of the said Act, but not after ; and if made after the commencement of the said Act, then within six months after the making thereof. (N.B. —The Ist of November, 1873, is fixed as the commencement of the Act.) 2. The person intending to register a policy shall cither deliver the same to the Public Trustee at his office in Wellington, or may deliver the same to an agent ; and every such person shall make application to register such policy in a form which can be obtained at any Post Office in the colony at which Money Orders are issued. 3. The Public Trustee shall make and keep a book for the registration of policies, in which the particulars of each policy shall be recorded. 4. There shall he paid to the Public Trustee by the policy-holder a fee of five shillings on the registration thereof. 5. Each policy shall bear a registration number according to the order in which it has been received, and when registered the Public Trustee shall make and sign a memorandum thereon iu the form or to the effect following : No, Registered in pursuance of the Life Assurance Companies Act, 1873, this day of 18 .
