BOROUGH COUNCILS.

LYTTELTON. Monday, June 2. A special meeting of the Council to hear appeals against the rating of their property was held previous to the usual weekly meeting. After hearing the objections it was resolved that all the cases he submitted to the Resident Magistrate for him to decide. The Council afterwards held its usual weekly meeting. Present—Crs Allwright, Buist, Grange, Graham, his Worship the Mayor presiding. The minutes of the previous meeting were read and confirmed. The clerk reported having received £l7 12s. Accounts amounting to £29 13s wore passed for payment. The following correspondence was read: — From Mr H. N. Nalder, solicitor to the Lyttelton Gas Company, enclosing two notices that the company intended to apply for a private Bill at the forthcoming session of the General Assembly. A short discussion ensued on this matter, and it was resolved that its further consideration stand over for one week. From the Provincial Secretary, stating the Government were employed in ascertaining on what conditions the water from Charteris Bay could be obtained. From J. Fisher, applying for a rental of a quarry on Sumner road. Cr Allwright moved, Cr Grange seconded, and it was carried, that the application he granted, subject to the usual condition. Tenders for scaveugering were opened, and that of Mr Illingworth accepted. Mr H. N. Nalder handed in a draft petition for providing the town of Lyttelton with proper hospital accommodation. The petition was highly approved of and was ordered to be properly engrossed for signatures of the Council and inhabitants. A petition from the Christchurch City Council, asking the Borough Council’s support in obtaining certaia taxes in aid of the city and borough expenses was again discussed, and it was resolved, “ That the clerk inform the City Council they would give the petition their support.” The Council then adjourned, KAIAPOI. Tuesday, June 2. The ordinary meeting of this Council was held on Tuesday evening. Present—the Mayor, Crs Beharrel, McDonald, Blackwell, Wearing, Parnham, and Milsora. The balance shewed a credit to the general account of £193 5s lid. The receipts during the fortnight had been river reserves rent, £1 13s ; balance of bridge rent, £ll 3s 6d. A letter from the agent Bank of New Zealand was read, asking the Council to consent to transfer of,Ur E. Revell’s interest in a section of the river reserves to the bank.

A letter from Duncan and Jameson, solicitors, was read, asking iho Council not to recognise any transfer of the interest of Mr Revell’s lease of his river reserve without their knowledge and consent. The Mayor explained that it was a matter of perfect indifferenceto theConncil to whom sections of the river reserves were transferred. The Council received the applications and a fee of £1 Is, and sanctioned the transfer if they considered the person to whom the transfer was to be made as likely to pay the rent as the present holder. Or McDonald moved, Or Parnham seconded —‘'That the clerk write to Duncan and Jameson, stating that the Bank of New Zealand had applied for a transfer of Mr Revcll’s river reserve section to them, and if they wish to shew cause why it should not be granted they could do so at next meeting.” Carried, Or Wearing moved, Cr Blackwell seconded, *' That the agent of the Bank of New Zealand he informed that the consideration of his letter had been deferred till next meeting.” Carried. Cr Wearing handed in an estimate of the receipts and expenditure for 1874-5. The amount of the former was £022 15s lid, the latter £1026. In the receipts was estimated the amount to he raised by a one shilling rate. The chairman of the public works committee reported that the committee had decided to keep the day labour men at work during the fine dry weather repairing works about the town and shingling footpaths. At next meeting the committee would submit a list of works which it would be desirable so carry out by public tender. Or Parnham moved.Cr McDonald seconded, ‘l That the report be received.” Carried. The Mayor, as chairman of the fire prevention committee, brought up the report and a code of rules, which the report stated would he conducive to the wants and discipline of the brigade. The rules pointed to the appointment of a superintendent and engineer of the brigade by the Council, the officers and members to be appointed or dismissed by the superintendent; the brigade to number 20 active members ; the steam fire engine to taken out for practice once in four weeks. Cr Wilson moved, Cr McDonald seconded, “ That the report be received.” Carried. Cr Blackwell asked if it was understood the rules would replace those now in force. The Mayor replied in the affirmative. Cr Blackwell stated there were several points on which ho did not agree with the rules proposed, and with which the members of the brigade would not be inclined to agree. Cr Wearing moved, Cr Bebarrell seconded, “That the report be considered in committee.” Carried. In committee Cr Blackwell was voted to the chair. After the lapse of an hour the Council resumed, the chairman reported progress, and the report and rules were adopted, Cr Blackwell alone voting against them. Cr Parnham moved, Crßoharrell seconded, “ That 100 copies of the fire brigade rules be printed.” Carried. The town clerk laid the valuation roll on the table, the assessed value of the properiy in the borough being set down at £7140 as against £6700 last year. It was decided that a list of all amounts due to the Council be laid before the Council at next meeting. Cr Wearing moved, Cr Parnham seconded — “ That it is the intention of the Council at next meeting to make and levy a rate of one shilling in the £ on the rateable property in the borough, said rate to be due on July Ist,” Carried. Cr Wearing moved, Cr Blackwell seconded —“ That the accounts —fire engine cleaners’ salaries, £5 ; town clerk, £6 Is 4d ; foreman of works, £3 16s lid ; J. Linklater, £1 10s ; pay sheet, £ll 8s 9d ; total, £27 17s be paid.” Carried. The Council then adjourned.
