ML Mr. Fletcher, ALP., is again urging the Prime Minister to agree' to In's suggestion to send Sir Apirana Ngata to Samoa. He says:— “Again I repeat the suggestion that Sir Apirana should accompany the lion. Mr Cobbe, and that they should be given powers not to act as mediators between administration and Cabinet, but armed with full powers to effect a peace!ul settlement. No two better men could be found than the two suggested. Sir Apirana INgain’s great knowledge of Polynesian psychology and Air Cohho's wide knowledge of men and affairs are the very qualities nodded in this crisis. New Zealaud to-day has two races living in amity together. This was not achieved by negotiation, and not by the sword. It is a groat example to us to.day. What a wonderful tribute it would be to the men of Anzae if on next Anzae Day we could lay on the altar of choir sacrifice a new Waitangi between Now Zealand and Samoa, replacing hatred and bitterness nd strife by the peace and laughter of a great island race."

Cohho, was received by Mr. J. S. Fletcher. P . for Grey Lynn. In answer to his first telegram, in which he stated that “the great knowledge of the Minister oi Native Affairs of Polynesian psychology would he worth 100 gunboats in settling the dispute.’’ Sir Joseph Ward stated: “I have received your telegram and note your representations regarding Samoa, but it is not possible to give effect to -the suggestion at present.” “There is no time like the present,” was Mr. Fletcher's only, comment .

A Press Association message from Apia states that a Government proclamation was issued on Saturday restricting night travelling in Upoln only on permit between dusk and dawn, except within one mile of Apia. Individual permits are necessary for the carriage of foodstuffs. The proclamation is in accordance with an Order-in-Council passed on February 1, but not yet published in the New Zealand Gazette, To ensure peace and order,, and for the good government of Samoa, the Administrator is empowered to direct that any person travelling by land or by sea in defined parts of Samoa shall follow only such roads, paths, or routes, and travel only during such hours as the Administrator prescribes bv proclamation. He may authorise constabulary, military police, or members of tbe naval or military forces to obtain and search any person travelling in parts defined, seize, open, examine, take" possession of, and retain any goods, packages, message, letters, pamphlets, or printed matter in the possession of such persons or persons, using force if neeesary. He may limit or prohibit the carrying of goods or supplies of food by any person, other than those required for personal use and consumption during the journey, except in pursuance of a permit.
