SPAIN’S TANGIER PROBLEM. (Received Jan. 30, 5.5 p.m.) PARIS, Jan. 29. A quaint suggestion for a solution of Spain’s Tangier problem is offered by M. Coty, the millionaire scent manufacturer, in his newspaper Figaro.
