Coleman said that in his opinion. bitumen sprayers should be aefpiired xor work on the borough roads. Whether the loan, was passed or rejected the bitumen sprayers would be required. Cr. DeC’osta expressed the opinion that the acquisition of the bitumen sprtivers should he referred back to the works committee. Tine Mayor said that his visits to Auckland and Wellington had convinced him that they would have to have the proper machinery for surfacing the roads. Even if, the loan proposals were rejected they would have to have machinery to maintain the borough reads and it would pay ' the Council to have a machine that would give good results. Cr. Todd said that it was imperative to surface the roads. He mentioned a section of road which was metalled and rolled recently, yet was a mass of pot-holes. That pointed to the fact that surfacing was absolutely necessary. (. r. DeCosta said that he had proposed that the Council should acquire a bitumen sprayer three years ago but this proposition had been turned down. The Council was not getting the benefit of the bitumen that was being put down at present. The Engineer said that the bitumen surfacing was at present being done by hand and the method was far too slow, tin* material In ing only suffici nit to keep one gang going.
