The Viceroy of India, exercising his emergency power, ■ has promulgated an ordinance with a view to suppressing the revolutionary conspiracy in Bengal.' He declares lie is convinced the conspiracy is deep seated and dangerous and that it is neccssaiy to take immediate and strong, measures to repress it. The ordinance constitutes a tribunal to try revolutionary cases and provides powers ior dealing with suspects and seem evidence.
