NEW SYSTEM OF SALARIES PROPOSED. CPEESS ASSOCIATION TRMGLAM.) WELLINGTON. July 15. The Educational Institute confer ence was continued to-day. The report of the Executive for the year 1914-15, which was adopted, stated that capitation had been paid on 3018 members, an increase of 82 as compared with the previous year, and the number of honorary members had increased to 51. The trust account showed that the deposits at the Public Trust Office, alter payment of £2OO to the distressed New Zealanders’ Fund, amounted to £1264 3s 4d. The provident fund now stands at £754 2s Id, and the legal assistance fund at £IOOO. The Executive had submitted evi dence in favor of seven districts before the education districts boundary Commission, that number being preferred to any of the larger numbers that had been proposed. It was agreed that the Institute should strongly reaffirm the principle that here should be only four education districts in the Dominion.

A remit was agreed to affirming that as long as salaries depended on average attendance anomalies will continue to exist and that the Minister of Education be requested to liasten a Dominion grading scheme based on efficiency and service as a means to their removal. Several remits hearing on the subject were withdrawn, the time being considered inopportune for pressing for any increases in salaries. A motion that transfer expenses of teachers be paid b'v tho Education Department was agreed to, several cases. of hardships being pointed out by tho mover.

A remit to the effect that only regular salaries be taken as the basis in calculation of either superannuation premium or superannuation benefits was carried. Need for an amendment of Public Service Classification and Superannuation Amendment Act, 1908, and 1909, to remove restrictions with regard to tho receipt of Government pay by those retired was expressed by resolution. It was stated hv tho mover that a teacher receiving a small pension had the whole of it deducted for one month because he had earned £lO from the Government during that period.

Tt was resolved to urge that pensions to widows under the Superannuation Act ho increased to -at least £3O per annum. An amendment for an increase to £52 per annum, contributions to l>e increased accordingly, was withdrawn after discussion. All remits hearing with salaries were referred to the Executive with instructions to place them before, the Minister when opportunity offered. A proposed amendment of Section 79 (Sub Section 7) of the Education Act, 1914, was endorsed so as to prevent injustice to teachers who were changed'to a lower grade on account of the school a ttendanco decreasing.
