ST. PETERSBURG, Dec. 17

Stormy passionate scenes, ending in the- resignation of M. Homiakoff, President of the Douma, occurred in connection with the Government’s measure allotting a million roubles to the employees of prisons who were the victims of outrages while on duty. The Social Democrat and Labor delegates accused the Government of torturing and killing prisoners. The Douma voted the money.

The opposition press declares that there have been 1691 death sentences passed and 663 executions this year.
