LONDON, Dec. 2. The election for Chelmsford, due to the resignation of Manor Sir F. C. It a sch, resulted in -rife return of Mr. P. Relymay, a Taffeta, with 6142 votes; A. H. Deuce, Liberal, 3587. [At last election Major Sir F. C. Riascli, Conservative, was 'returned with 491 o votes; Mr. A. H. Deuce, Liberal, polled 4461.]

The second clause of the Education Bill was carried in the House of Commons by 276 to 66.

WANT LARGER GRANTS

LONDON, Dec. 3. A lively debate took place on tho Government's resolution authorising payment of grants for education. Mr. J. Redmond complained thu b a 50s grant, meant ruin to Catholic
Mr. A. Lyttelton read an important communication from tho Archbishop of Canterbury to Mr. Runciraan complaining that the payments on account of transferred voluntary schools are utterly insufficient. Regarding contracting out schools, if they were to be> maintained efficiently without an impossible strain on voluntary subscribers, th© grants must be increased at least 8s and must rise year by year. The Archbishop of Canterbury concluded that unless these essential demands were conceded he woidd be forced 1o the conclusion that the schedule took away what the Bill purported to give, and that consequently the settlement seemingly attainable cannot be carried out.
