The “Times’ ” Pekin correspondent reports that perfect order prevails in the Chinese capital, and the reports from the country are satisfactory. The title selected for the new Emperor Pu-yi is Tsuang-hung, meaning “promulgating.” It is universally interpreted to refer to the prospect of a constitution.
