LONDON, Nov. 21

Earl Crewe, in an interview with Sir Daniel O’Connor, of Sydney, expressed surprise that Australia lagged behind Canada, South Africa, and New Zealand in encouraging immigration. He had pleaded for tlie appointment of a High Commissioner for the Commonwealth, and more than once urged it. The early selection of well-informed representatives would be highly useful to the Colonial Office and highly beneficial to the Commonwealth.
