M. Liopohof states that Bulgaria is prepared to negotiate for the purchase of the Oriental railway with the Turkish Government or the company. AUSTRIAN MILITARY PREPARATIONS VIENNA, Nov. 4.
Austria lias received the Russian note, suggesting a conference to consider the questions of annexations and Bulgarian independence, including the subjects of compensation to Turkey, the claims of Servia and Montenegro to the abolition of capitulations, and the foreign post office in Turkey. Austrian officials consider the note distinctly unfriendly. Austria is secretly hurrying reinforcements and military preparations on the frontier, believing war with Servia is inevitable. Train loads of war material are leaving Vienna arsenal daily. RUSSIAN OPINION. ST. PETERSBURG, Nov. 4. Russian newspapers denounce Austria’s provocation in concentrating troops on the Servian frontier immediately after the Crown Prince’s successful mission to St. Petersburg. The Novoe Vremya says the situation on the Danube causes grave anxiety. BERLIN, Nov. 4. The Kaiser has started for Eckartsar to visit the Archduke Frans Ferdinand of Austria.
