£41,390 The Mayor said that the amounts specified in the schedule for each road would be spent on that road, but the way in which it would be expended was not specified. He proposed that the schedule be adopted, and that the item Tor machinery be called ‘Toad machinery and plant,” and not tied down to the items on the schedule, as they might, as time went on, want to alter their machinery.

Cr. Sheridan seconded the motion

Cr. Mann asked what the proceeding was going to be. Was each item to be referred back to the Council for the manner in which the money was to be expended. The Mayor said that that was the position intended. Cr. Whinrav suggested that it was a waste of money putting good metal on all the streets. A great deal more good could be done by. using sliingle and Waihirere metal for binding. Cr. Pettie said there was no difference iu the new schedule from that presented l previously. He was of opinion that tliev were right in raising a loan for street improvements, but it would have been a great deal wiser to refer the matter to some competent engineer to show them how they could best expend the loan money on permanent work. He hoped they would not pass the schedule at that meeting, but that- it should be referred back to the Works Committee, as a number of the small streets had not enough granted fo*r them to do anything but temporary patching work. Ho was afraid of having the £36.000 for roads frittered away on work that was not of a permanent nature.

Cr. Sheridan agreed with Or. Pettie, and thought the whole matter of the expenditure of the loan on roads should be referred to some outside engineer for approval or otherwise. Cr. Williams said he could not vote for the passing of the schedule as it stood, as several of the amounts specified for the different streets were totally inadequate to put them into a permanent state, of repair. Cr. Mann said that his idea of the expenditure was that acting under expert advice, the main street should be done first, and while he was against the schedule as it stood, he wantto see the main streets: put into permanent order. He did not want to see the main streets neglected in order to do work on every little street in the borough. Cr... Sawyer thought that tilicre was a fail* and reasonable amount set. down for each street. Cr. Somervell favored' the loan for permanent work. He had no doubt that! the money set down for tlio main streets in the schedule would be sufficient to nut them into an. excellent state of repair. He till ought the loan would conserve the rates l for a number of* years, but did not think tlie loan would be authorised by the ratepayers if they thought the money was not to be expended on each street as set down in the schedule.
