A FARCICAL PROCEEDING
[Special to “Times.”] WELLINGTON, Oct. 2. When tlie Commitee of Supply resumed at 7.30 p.m. this evening, the Chairman of Committee (Mr., R. McKenzie) made a brave attempt to get the railway vote through without further discussion. It was in this wise: Besides the chairman, the only other member in the Chamber was the HOll. Mr. Guinness. The Chairman, with an activity foreign to his usual demeanour, began in a hurried monotone: “The Committeo has resumed. The question is that a sum of money not exceeding £900,000 be voted , to His Majesty for railway construction. As many are are of that opinion will say But Mr. Guinness forestalled the rest of the sentence. “I call your attention to the state of the House, Sir,” he vociferated in crescendo tones, tlie Chairman not having, it seeemd, heard him at first. “There is not a quorum. Ring tlie bell,” said the -Chairman, sorrowfully. The bell was rung for two. or three seconds -and brought the quoirurn. Mr. Guinness continued the debate with a vigorous speech in the interests of his constituents, and the others carried the debate on wearily.
