Tho “Times” Paris correspondent says that Germany’s proposal regarding Morocco lias been frigidly reeoiv- ' ed in England and St. Petersburg, and unsympathetically in Austria. BERLIN, Sept. 4. The “Frankfurter Zeitung” denies the necessity for Germany's intervention, and states that it will he her own fault if she becomes isolated. Most of tho Berlin papers are not enthusiastic.
