The “Times,” in. a leader welcoming Count -Kato’s appointment, remarks that Japan’s programme of retrenchment and the postponed Exhibition are clear indications of Japan's determination to develop the country’s economical strength, and should allay by fifty per cent, the tremors of imaginative persons regarding supposed bellicose aspirations.
