LONDON, August 31. Officers of tho cruiser Vindictive boarded the German torpedo boat which entered the Tyne. Commander Hertzor explained the nature ot the damages, and regretted that lie had caused' the stoppage of tlio manoeuvres. Repairs were proceeding. .
