Mr. Deakin, speaking at 'Ballarat, said the Government had received word that they would receive about the middle of nest month a draft Scheme from the Lords of the Admiralty, prepared in accordance with what was believed to be the desire of the Australian people in the matter of defence. Mr. Deakin said he hoped the Defence Bill would be passed by the end of the year, and that the creation of the first National Guard would be effected before the end of next year.
