BOROUGH COUNCIL.

FORTNIGHTY AIEETING.

Tho usual fortnightly mooting of tho Borough Council was hold in tho Council Chambers list- night. Present: The Mayor '(Mr. W. !>• pyf>nar), Crs. E; 11. Mann, J. AV. Williams, G. E. Dalton, J. AVliinray, J. .yomorvoll, J. AV. Bright, Pottie, Sawyer, and Sheridan. The minutes of the special meeting were read and confirmed. COB If.US PON DENCH.

An employee of the Council wrote asking for leave of absence for holitiny purposes from Bth to 3.lst August. —The request was granted on the understanding that a suitable substitute bo provided. Air. T. E- Coates, Mayor of Groymouth, forwarded a copy of the resolution passed at a public meeting in that town protesting against the importation of Oregon pine timber to Now Zealand.—'Received.

Aire. I. E. Lysnar wrote asking for permission to drain from section 55 down Peel Street to the Waikanae. —After discussion tho request was granted. ' Tho, manager of the Obi tit ihaoon factory wrote stating that lie was desirous'of removing the factory into town, and doing the killing at tho local abattoirs, provided tho Council could seo its way to-reduce tho present abattoir charge of 3s for killing pigs. Cr. Sheridan thought the present charge for killing pigs was most oxcessivo.

Cr. Darton did not want to seo any profit on any municipal work, as long as working expenses were covered. The Mayor pointed out that the charges wore prohibitive, and what was proposed (Is Cd per pig) was a little higher than was ruling olsowliore. Ho thought that the abattoirs should not bo run to make a profit. Cr. Bright thought that tliero was a lot of wear and tear at tho abattoirs. He thought they should adhero to their present charges, and if there was a surplus thon they could divide it pro rata amongst the contributors.

Cr. AVhinray said that the Okitu factory had grown into an important concorn. Ho thought that it would be .a good thing to have the factory under inspection and connected with tho abattoirs. Ho moved that the request be granted. Cr. Williams thought that the oxtra numbor of pigs to bo killed would increase tlio revenue.

Cr. Pottie said that if the charges for killing pigs were reduced they would have applications from everybody for the reduction of tho charges for killing every other kind of stock. If a committee were set up it might meet the’ question, but he did not like to vote outright for the reduction of any one charge by half. Cr. Ala’llli agreed with Cr. Pottie that grave difficulties would be met with if they acceeded to tho request. Other Councillors were of opinion that tho matter required notice of motion, 'and eventually Cr. AVhinray gave notice to move at next meeting that the request be acceded to. Air. E. P. Joyce, president of the Poverty. Bay Bowing Club, wrote enclosing plans of the proposed new boat shed, and asking for permission to erect tho shed on the edge of the river on the Kaiti side, near the junction of the two rivers.

Tlio Mayor said a.committee should he set up to select a site, which would be most suitable.

Cr. AVhinray supported the idea of .referring the matter to’ a enb-coinmit-tee. Tho Mayor moved, that Crs. Pottie, Darton, Sawyer, and AVliinray be appointed a committee, to deal with the application.—The motion was agreed to.

A letter was received from Air. Geoffrey McLean, on behalf 0 f tho residents of Salisbury Road, drawing the attention of the Council to the bad state of the road. Cr. AViiliams said, the residents of the district, had good causo for complaint. Tho road was in a disgraceful state. If it was possible to relievo the position it should be done at once.

Cr. Alann said he marvelled at the patience and Jong-suffering of the people of the locality. He had visited the road recently and found it to bo in a shocking condition. It was decided, on the motion of Cr. Sheridan, that Air. .McLean lie informed that the sum of £4OO had been placed on the estimates, and if the proposals were carried that amount would b© available for expenditure in tho locality. The Comity Clerk wrote stating that the Council had voted £6O towards the purchase of part of the AVaihirere block as a scenic reserve. —lt was decided -to apply to the Government at once with the object of securing a scenic reserve at AVaihirore.

Mr. T. Ronayne, General Manager of Railways, wrote regarding the land required for a ballast pit at Kaiteratahi, and stated that under the Public Works Act tlie Department was prevented from selling direct to the Borough Council. He also stated that ho thought a lease of the land for .a term of twenty-one years with right of renown! for a further term of twenty-one years, at a small rental, would meet all the requirements of the Borough. The Mayor said that tlio sum of £5 per year had been suggested, .and it w as decided that _the offer of the Department be accepted. From tho County Clerk regarding the Council’s request for tho services of the Engineer' in giving an estimate for the proposed Waimata bridge, declining to accede to the request.—Received. AVm. Webb and Sons wrote applying for tho final payment on the office contract, less 5 per cent, to be held for three months.—lt was decided that the request be acceded, to on receipt of certificate from the building Inspector. From tho Spiral Stool Pipe Company, Wanganui, enclosing’ a report from their caretaker on the pipe line explaining how it was that the water was shut off one evening recently.— Received. REPORTS". WORKS COMMITTEE’S REPORT. The Works Committee reported as follows: “Tree Planting.—Your committee instructed tho Overseer to plant a chain of the railway reserve near the beach with ngaios, Norfolk Island pines, and cabbage trees, and a breastwork of pampas grass and flax to bo planted to break the spray from tlie sea; also, a few corners of the sanitary depot to be fenced and planted. “Waterworks. —The AY aterworks Inspector was authorized to procure duplicate pipes for river crossing ftu|l extension piping as per his report. “Roebuck r Road find AA r i Pere

OVERSEER’S REPORT. The Overseer (Air. M. Alorgan) reported as follows: “Awiipunl Road.—-This road is being trimmed up, and tlio holes filled , in, which will take tho water from the road and improve it for traffic. ‘•The heavy ram of late has niade it difficult to keep pace with the roads, and patching is required .in many parts. There arc only a few loads ol Patutahi metal"left, and J am breaking the Kaiti stone and repairing with.it. “Iranui Road, Itutone it pad, Ennui and other streets, on the Kaiti, are being repaired with Kaiti gravel. “Tho breastwork at 'Sheehan Street is completed .and Illicit in. The wooden shoot or drain, tin,* lakes the water down tho street, I Ruud to he in a.very bail state* requiring a great deal of repair. ' y- ■ “Grey Street Reserve.—Tho fence around this reserve is being repaired, and holes for tree-planting dug.” INSPECTOR’S REPORT. Air. J. It. Little, Borough Inspector. reported as follows: “£ have inspected tlio different blocks marked oil plan as follows, No. I, 6 ,11, 12 ,13, 14, 15, 17, 20, 21, 22, 23, 24, and find them in all cases fairly clean, except in No. 17, and in that ease 1 issued a summons, and had tlio case hoard in Court. . On tho ; Wha tan poke I inspected Blocks Nos. 10, 11, 12, 13, 14_, 15, IG, and had no reason to complain only that the sections vero suffering from an overflow of surface water which could not get away. On Block 10 tliero is a side drain cut along tho railway reservo to receive tlio surface water from tho higher sections. This drain has now become a nuisance, owing to all sorts of slops coming from the higher levels, and as tliero is no ono that will take tho responsibility to have tho same kept open, I would recommend that your Council have it filled in, as the reserve belongs to tho Council . “Re bathing sheds oil the Waikanae beach, which were erected last summer for tho benefit of tho public, are now in danger of being washed away, as tlio high tides have caused serious errosions to take placo near that vicinity. J would recommend your Council to have tlio sheds shifted further back. “Ro His Majesty’s Theatre.—Tlio proprietors of tho abovo havo complied with tlio Council’s demands ro water firo service and doors on soutli side, therefore I would recommend that a provisional licenso be granted for same. “Dairy Report.—l liavo taken samples of milk from all carts which supply milk to tlio borough.
