A NEW CONSTITUTION, MARSHAL OSMAN ABDUCTED. United Pbess Association, Copyright CONSTANTINOPLE, July 24. It is officially announced that the Sultan of Turkey has decreed a new constitution, si-yd ; summoned the Chamber of Deputies. The firman granting the constitution was read at Salonika,; and was received with great enthusiasm. Diazi Pasha, with a thousand men, entered Monastir and abducted Marshal Osman. .
