ELECTIVE HARBOR BOARDS.

REMIT TO THE HARBOR BOARD’S ASSOCIATION. , As tho Harbor Boards’ Association ' will meet in Wellington next month, the' Gisborne Harbor Board yesterday considered a motion moved by Mr. W. D. Jay soar that the following remit bo sent for consideration — “That there should' be no Government. Mayoral, or County nominees on Harbor Boards.”

In moving the motion, Mr. Lysnar said lie could not see why there should be any Government representatives on Harbor -Boards. Tho Government contributed nothing to the Boards’ rovenuo. The principle was absolutely wrong, and all lnombei's should lie elected by the ratepayers. It was cqu illy wrong for the Chairman of tho County Council or the Mayor of tlio Borough to have an ex-officio seat. The Government had more right to ask for representatives on the County Council, if ft came to a point of right, for the County received subsidy, but tlie Harbor Board received no revenue from the Government -at ML iMr. Harris, in seconding tlio motion, said the -Board was not representative of tlie people. Air. Mattliewson said that as a Government nominee he would, take no part in sending the remit. Mr. Tow-nicy said the Board had a big endowment from the Government in county land, as well as the whole of the foreshore. That might entitle the Government f<> some say in tlie affairs of the Board. Personally lie fa vo red an elective Board.

The Mayor said if Mr. Mattliewson would not vote there would not be a quorum, and the motion would lapse. Mr. Harris said it was strange' so many members were- away when such an important motion came up for consideration.
