Sir Edward Grey, speaking at the Iron and Steel Institute’s dinner, declared that Britain’s aim was peace, 'nit the naval expenditure depended upon that of other Powers. “Our iavy,” lie said, “is one for defence, f ever it fails to such a point as to be unable to cope with any probable •ombination brought against it-, our very independence and integrity will be jeopardised.”
