MAYORALTY. TO THE BURGESSES OF THE BOROUGH OF GISBORNE, Ladies and gentlemen,— In again consenting to oiler my services as Mayor of your town, I do so with a strong feeling that it is necessary to have tlio affairs of this Borough put on a sounder and better footing, both from an economical ns well as a beneficial standpoint ; and, further, that it is possible for us to dorivo greater municipal improvements and advantages upon a less rato than wo are now paying. ■ Regarding the question of streets and footpaths, it must bo conceded that they are in a deplorable condition, and should bo put in . hotter order, which I am strongly of opinion can bo dono at a less cost to the ratepayers, than they aro now actually paying; this can be dono by utilising the Council’s means to a better end. I maintain that tlio annual saving on this head alono would bo more than sufficient to pay interest, sinking fund, and annual cost on nn economical and efficient sewerage scheme, sufficient to servo Gisborno for many years to come. I ant opposed to Mr .Mestayer’s suggested Shone system of sewerage, us it is: altogether too costly lor our small population : its initial cost would b0,£125,000, with an annual coat lor pumping, et-., of about £2OOO, or a total annual cost of " about £7625, which would be a most disastrous strain on' this Borrugh’s finances. At tlio same time. I fully recognise that sewerage and drainage MUST be provided for at onco to servo tlio whole >i f . the settled portion of the extended Borough. And, if wo profit by tlio experiences of other flat towns, situated less favorably than we are; and use the systems they are using for sewerage, wo should obtain an efficient sewerage scheme for less than £30,000, with an annual maintenance costing under £SOO, or, say, a total annual cost of about £IBOO, instead of £7625, as suggested by Mr. Mestayer’s scheme. Regarding the waterworks, I have all along strenuously opposed tlio uso of tho Spiral pipes for the service main, and foretold the disastrous results it meant to tho Borough if they were used. I deeply regret that events are proving that this Borough is not getting the full bonefits of a- good scheme, becauso of a defective service main, and I fully recogniso that tlio CounciJ will (as I believe they are now r doing) require to handle the difficulties of the Spiral pipo line in a most careful manner, so that the full benefits of the scheme, both for fire and other purposes, may bo enjoyed by the Borough, and at the same time see that the cost of maintenance of this service lino does not strain tlio Council’s finances too much, but, whatever else has to bo done, I 'consider a reservoir must be provided as soon as possible. I have always been in favor of tho lnunicipalisation of the Gasworks, or, alternatively, to consider the prudence of ultimately going in for electricity, with a view of using the latter power for a tram system when required ,as well as for street lighting, and these matters should bo carefully and favorably considered by tho Council. I maintain that our progress mainly depends upon the manner in which the affairs of tho Harbor Board are controlled. Wo must have a deep water harbor, and, .with this object in view, every care must be taken to see that no mistakes are made, for which ’Uirnoso the fullest and best' advice should bo first obtained. without any unnecessary'delay. I bold that tlio policy of the Board should bo to limit the expenditure in the river as much as possible, consistent with immediate shipping requirements, and make fair charges against tho ships for port ancl other dues, and so reduce the burden on the people using tlio port. If this policy, is maintained, I am strongly of opinion that there need never bo another, harbor rate levied, even thoough we.incur the cost of an Outer Harbor, at a cost of £850,000. Tho necessity of a harbor rato in tho future will only arise by reason of the above policy being departed from, and through needless or extravagant administration on the part of tlio Board. If elected, I will do my utmost to promote the progress of our Borough. I will advocate and support—1. Tho Speedy Completion of tho WATERWORKS. 2. An Efficient and Up-to-date DRAINAGE' System on the lines recommended by Messrs Mestayer and Hay, but I will strongly, oppose any system of Drainage that provides for tho deposit of crude sewage into the river or the immediate vicinity of our Town. I wish to sec our Riverbank made a Beauty Spot, not .a Fever Bed. 3. Any scheme that will provide for a Cheaper and More Regular ‘ Supply of METAL, and SHINGLE. 4. Taking steps to secure Better and Cheaper LIGHTING by Acquiring the Gasworks, or by the Installation of an Electric System. o. Immediate pud Adequate Provision for the Treatment of Cases of Chronic Disease. 6.
