ELECTORS OF THE BOROUGH OF GISBORNEb T ADIES AND GENTLEMEN, — Having boon unavoidably detained North, I have to ask .your forbearance for not setting ray views before you earlier as a Candidate for your suffrages. My first plank is DRAINAGE, as the most important question to como before the Council, and I declare myself' in favor of the Rest and Practical system within our means. My second is the question of METALLING our Roads. The present system is wasteful, and I am in favor of the Rorough, County, and Harbor Hoard combining.to. establish and instal the Most Economical and Practical means of obtaining the Rest Metal within our reach. In addition to the above, ray views on the’following questions are, .that we should tako Immediate Steps to secure the lvaiti Hill for a Rreathingplace for our Citizens, which could be made the Show Place of the Town. 1 also favor securing land for Recreation purposes both on. TO THE BURGESSES OF GISBORNE. ADIES AND GENTLEMEN,— At the request of a number of Ratepayers, I have pleasure in oilerng myself as a Candidate lor a seat m the Rorougli Council, vacated by Mr. W. Miller. If elected, no ctorts will be spared on my part to conserve your interests. In regard to Roads, I shall do my. itmo6t to see that each portion ot he Rorough is fairly dealt with with ,ho funds at the disposal of the Goun•il. There are many Roads m the to rough which are a disgrace to the Municipality, and the earliest opporamity should bo taken of remedying lie same. I am in favor of the Outer Harbor. I am in favor of tho niunicipalilation of tho . Gasworks, and also tramways, when the time arrives. I shall strongly support an econonn■al drainago scheme, which will adeinatcly serve the Rorough as a whole, lommensurate with our reeouices. The Water Supply has undoubtedly , e cn a great boon to the town, and i hall favor every street in the Ror,ugh being reticulated as speedily as lossible. I am in favor of Unimproved Vanes as the basis of valuation for the iorougli. MAYORAL ELECTION. TO THE BURGESSES OF. THE BOROUGH OF GISBORNE, •y AND-' GENTLEMEN, — In response to the request of a large number of. ratepayers, L bog to offer you my services as Mayor during the coming year. My views generally on Municipal matters are strongly progressive. The most important question at present boforo the Council is that or sanitation, in which I take a very keen interest. I am earnestly desirous of initiating a Drainage System in the more congested, parts of; the Borough, which may be extended to embrace other portions as necessity arises. The Water Supply must bo pushed to a successful completion, and those streets not already reticulated must bo provided ior as speedily, as possible. There is no doubt that our Streets and Roads generally are in a deplorable condition. Many are without metal at all, and in many more the metal is worn' out. Tho whole question resolves itself into that of obtaining a cheaper and more regular supply of metal. I shall endeavor to develop the sources of metal we already possess, and also to procure additional supplies. Tho number of Street Lamps should bo considerably augmented. I am in favor of the Municipal <?ontrol of tho Gas Works, and of bringing tho Eire Boards Act into operation. I consider that the time has arrived when Gisborne should have a continuous Telephone Service, m order to bring it into lino with centres of equal importance. I am strongly of the opinion that provision requires to bo made tor cases of Chronic Disease such as cannot bo dealt with in our present Hospital, and also that the present accommodation at the Old Men’s Home should be extended so as to include both sosos. If you elect me I shall have a seat on the Harbour Board. lam in favor of tho construction of an cmcieut Outer Harbor, believing that better shipping facilities would materially advance the welfare of the town and district. I endorse the action of the Board in procuring the advice of eminent engineers, and in referring the plans to the marine superintendents of the companies trading to the port. I shall use every endeavour to havo the matter placed fairly and squarely before the ratepayers as early as possible. I am anxious that futher Reserves should be secured for the people, and especially desire to obtain a. Public Reserve up the Waimata River lor tho use of'boating parties. I heartily advocate that our Railwav should' bo pushed on without further delay. When the forests are tapped an export timber trade will be developed, which will result in materially reducing freights on coal and other imports, thus reducing the cost of living in Gisborne. I have the utmost faith in the future development of Gisborne, and should you honor, mo by election it will he my constant endeavor to promote and advance its interests by every means in my power.
