Ladies and gentlemen,— In again consenting to ofTcr my services as Mayor ol your town, I ‘do so with a strong feeling that it is necessary to have the alhurs of this Borough put on a sounder and better footing, both from an economieal as well ns a. beneficial standpoint; and, further, that it is possible for u.s to derive greater municipal improvements and advantages upon a less rate than wo tiro now payillir, Regarding tbo question of streets and footpaths, it must bo conceded that they- are in a deplorable condition, anil should bo put in better order, which I am strongly of opinion can lie done at n less cost to the ratepayers than they tiro now actually paying; this can bo done by utilising the Council’s means to a better end. I maintain that the annual saving oil this head alone would bo more than sufficient to pay interest, sinking fund, and annual cost on an economical and efficient sewerage scheme, sufficient to servo Gisborno lor many years to come.. .- ' I.am opposed to Mr .Mcstnycr s suggested Shone system of sewerage, ns it is altogether too costly for our small population : its initial cost would bo £125,000, with an annual cost for pumping, el--.. <T about £2OOO, _or _a total ann-tt! cost of about £7620, which would be a most, disastrous strain on this Bor< tigh’s finances. At the same time, i fully recognise that sc were go and drainage MUST be provided for at once to servo the whole -f the settled portion of the extended Borough. And, if wo profit. by the experiences of other flat towns, situated less favorably than we are, and use the systems they are using for sewerage, wo should obtain an efficient sewerage scheme for less than £30,000, with an annual maintenance costing under £SOO, or, say. a total annual cost of about £IBOO, instead of £7625, as suggested by Mr. Mestayer’s scheme. Regarding the waterworks, I have all along strenuously opposed tho use of tho Spiral pipes for the service main, and foretold tho disastrous results it meant to tho Borough if they were used. I deeply regret that events are proving that this Borough is not getting the full benefits of a. good scheme, because of a dcfectivo service main, and I fully recognise that tho; Council will (as I believe they aro now doing) require to handle the difficulties of the Spiral pipo lino in u most careful manner, so that the full benefits of the scheme, both for fire and other purposes, may be enjoyed by the Borough, and at the same time see that the cost of maintenance of this service lino does not strain tho Council’s finances too much, but, whatever else has to ho done, I consider a reservoir must be provided as soon as possiblo. I have always been in favor of the municipalisation of the Gasworks, or, alternatively, to consider the prudence of ultimately going in for electricity, with a view of using the latter power, for a tram system when required ,as well as for street lighting, and these matters should be carefully and favorably considered by the Council. I maintain that our future progress mainly depends upon tho manner in which the affairs of tho Harbor Board are controlled. -We must- have a deep water harbor, and, with this object in view,- every care must be taken to see that no mistakes are made, for which "urnose the fullest and best advice should bo first obtained, without any unnecessary 'delay; I hold that the policy of the Board should be to limit, the expeuditure.in Abe river as miiph. as possible, consistent with immediateshipping requirements;' and make fair charges against the ships for port and other dues; and so reduce tlio burden on the people using the port. If this policy is maintained, I am strongly of opinion that' there need never lie another harbor rate levied, even'through wo incur the cost of an Outer Harbor at a cost of £350,000. The necessity of a harbor rate iii the future will only arise by reason of tho above policy being departed from, and through needless or extravagant administration on tho part of tho Board. An Efficient and Up-to-dato DRAINAGE System on the lines recommended by Messrs Mestayer and ITay, but I will strongly oppose any system of Drainage that provides for the deposit of crude sewage into the river or the immediate vicinity of our Town. ' I wish to see our Riverbank made a Beauty Spot, not a- Fever Bed. 3. Any scheme that will provide for a Cheaper and More Regular Supply of METAL and SHINGLE. 4. Taking steps to secure Better and Cheaper LIGHTING by Acquiring the Gasworks, or by the Installation of an Electric System. 0. Immediate and Adequate provision for the Treatment of Cases of Chronic Disease. G.
