Austria contends that the Noyibizar railway is a purely commercial undertaking. Russian opinion declares that Russia and Bulgaria are not less entitled to similar economic developments by means of the Dan-ubian-Adriatic line at the junction of .the Bulgarian-Mncedonian lines.
