President Roosevek vehemently denounces the methods o th Standard Oil Trust and the Atch sou Railway line and the whole web of business corruption. Ho urges that further legislation should.be parsed, and suggests the prevention of the grosser forms of gambling in clocks as future commodities. Regarding railroads, President Rooseve’t says that they should issue stock bonds only in the manner approved by the Federal Government, and the proceeds should be used for improvements, not for the enrichment either of the individual or the syndicate. The Federal Government must assume a cert -in measure of control over the pby: ieal operation of the railroads in handling the inter-State ■ traffic. Besides tlieir rights, employers must be impressed with their obligation and duties towards their employees, investors, and the general public. The President recommends, inter alia, the re-enactment of the Employers Liability Law, in conformity with the Supreme Court’s decision, that- it r’iould be confined to a corporation d- mg inter-State business.
The Democr >ts in both Houses applauded the Message, and in the Senate Mr. Jefferson Davis described the [Message r-s the best Democratic document which had ever emanated from a Republican President.
