PROPOSED BIG COUNTY LOAN.

LIVELY MEET IN C< AT WIIATATUTU. A TRAMWAY PROPOSAL. Mr. W. D. Lysuar roturucd to town last ovoning from Wliatatutu, where ho addressed a mooting of Wliatatutu ami Muugatu ratepayers on Saturday night. Tlio mooting was called by ammgomont for him to attend and explain his loan proposals and lor tho ratepayers to consider them from their own standpoint, and how they wore affected, and what they wanted dono with their quota of tho money. Mr. Geoffrey McLean presided over a representative mooting of 30 of ■lO ratepayers, and tho matter was gone into very fully. The quetion of liquidating any special loans was gono into and also the question of utilising some of their money on a tramway between Wliatatutu and the railway system, instead* of on roads. finally a. committee was appointed to go into the matter further. Cr. W. D. S. McDonald was present and with one or two others made tilings lively at times—Mr Lysnar moved that Captain Tiffon take tho chair at a second meeting and that Mr. McDonald should he hoard in his objections to tho scliome. This was done and after Mr. McDonald had finished, Mr. Lysnar shortly replied. The committee after putting fivo or six hours’ work into the matter, unanimously agreed to tho following report:—“Tho committee set up at a meeting of ratepayers held at Wliatatutu on the lltli of January, 1.908, to consider the Cook County Council’s proposal to borrow £200,000, has carefully considered the matter and agreed to the following: (1). Wo agree to the proposals based upon the schedule as submitted and drawn up by the County Clerk in terms of C’r. W. D. Lysnar’s motion now pending before the Council. (2). Allocation of £10,750, Karaka' to Arawhana and £7BOO from tho Mangntu bridge witli £12,000 to be appropriated lor a tramway from tlio Pulia station to tho vicinity of Wbatatutu and the tramline should ultimately be completed in terms of the Tramways Act and to be of 2ft Gin gauge with iron sleepers, and also to liquidate the quota for opening roads for the balance duo of the following special loans, as may be ascertained by tho County Clerk: Kuitoratahi .Bridge Loan, £-1609 5s 3d ; Mangntu Bridge Loan, £IGSS 3s lOd; W'aikoliu Bridge Loan, £3014 10s 9d ; and also Maiigamaia number 1 loan £1470 4s Gd; to bo deducted solely out of tho Maiigamaia road quota of loan ; also Mangatu number 2 loan £lOl3 Ss Sd to be deducted solely out of the Mangntu roads quota ; the balances ot the quotas for the above roads to be available for expenditure on roads; such balanco to be ascertained and defined by tlio Clerk of the Council in the manner suggested by Cr. Lysnar’s motion. (3). The committee also recommend that the Mangatu and Waipaoa Road Boards should merge without delay so as to get the advantage of the loan proposals. (4). The committee would respectfullly urge the Council to allow the loan proposal as now suggested to the Council be submitted to tlio vote of tho ratepayers of tlio whole county. Hngarty.” The meting was very lively owing to the attitude taken up n trio, including Cr. McDonald. One of the trio was put on the. coimnitttee, and after mature consideration, lie signed the report.
