A Blue Hook dealing with the Hague Peace Conference shows that Sir Edward Grey’s latest despatch expressed great satisfaction at the recognition in principle of the need, of ail international court of appeal hi prize matters; but many difficulties remained to be overcome before such a court would become effective. Sir Edward Fry complains that the Conference’s machinery was extremely dilatory and confusing. Ho refers 'o the small backward states claiming equality with the most powerful and enlightened governments and adds tliat if such claims were persisted in they might drive the greater Powers to act in many cases by themselves.
