One clause act forth the desirableness of an arrangement with tho other Governments concerned in and responsible for the deficit on the Pacific Cable whereby that line may be used at a certain period of the day when commercial business does not offer for tho iree transmisison of press despatches between Canada, Australia, and New Zealand.
