United Press Association—Copyright (Received Dec. 10, 10.55 p.m.) LONDON, Dec. 10. It is officiallv announced that in' March Admiral' Sir A. D. Faiisliawe becomes commander-in-chief at Portsmouth Rear-Admiral Sir H. H. Lambton takes charge of the China station, Vice-Admiral Sir W. H. Fawkes, command at Dovonport, and Rear-Admiral Richard Poore command of the Australian station.
