DISCUSSION ON “CONSTITUTION.” Jnited Press Association—Copyright ST. PETERSBURG, Nov. 27. An animated debate is proceeding in the Dourna relative to the address of loyalty to tho Throne. Members of the Left, except Socialists, Who absented themselves, urged that the Constitution ought to- be mentioned in the address. -Members of ■the Right insisted upon the inclusion of the word “autocracy.” Octobrist speakers recognised the- existence of the Constitution, and considered it unnecessary to introduce the word in the address, since the Czar had not used it in his Speech from the Throne.
(Received Nov. 28, 10.45 a.m.) During the debate in the Domna the party known as “cadets” proposed that the word “constitution” he introduced in tho Address-in-<Re-.-ply. After tho Right’s amendment- fo 'insert the word “autocracy” had been rejected, the Cadets and Moderate lights agreed to- the original text of the address, which was unanimously adopted. The Labor Party abstained from Voting. The Cnir was cheered and the' National Anthem sung.
