CHARGES AND CONDITIONS REFERRED TO. (Special to Times). WELLINGTON, Nov. 19. Io the House to-day Mir. Jennings as'kcd the Premier whether it was liis intention to carry out his promise that the charges imposed by the Press Association to papers joining the Association should bo investigated. The Premier said ho thought the sugges-. tibii lie made was that lie agreed to setting up a committee to enquire into the purposes of the Association, but it. was too late now to set up a committee. He could say that he had got a good deal of information concerning, the matter, and there was a desirability on the part of a number of journalists in New Zealand and Australia "to combine to have an independent service. He thought that the Pacific Cable Board should be able to give them an independent service, and personally he would be glad to see it. However, nothing definite could be done this session, but ho hoped next session to bg able to go into the matter.
