UP-TO-DATE POSTAL METHODS.

(Special to Times.) WELLINGTON, Nov. 12

The Post Office Act Amendment Bill, which was introduced by Governor’s message '"'to-day, provides that the Postmaster-Gene:al may,' on-re-ceiving such security as he deems fit, issue to any person recording machines for impressing upon packets and documents the sign of postage values and recording the amount of such values. These impressions will bo valid for the prepayment of postage and of charges on telegrams. The amount of postage values so recorded will be collected from the users of the machine. The machines may bo used for stamping receipts. The penalty for fraudulently impressing a postal packet or document until any impression intended to be mistaken for one made with a machine issued as provided, is a fine not exceeding £IOO or imprisonment for a period not exceeding ono year.
