In tho liouso last night, tlio Premior moved the second reading of tho Government Advances to Settlors Bill, designed to remove some inconveniences in regard to tho handling of cheques. Ho quoted figures showing the benefits accruing from both tho sottlers’ and workers branches, ol tho Department. In reply to Native members, ho pointed out that whore Maoris were ongaged in industrial pursuits they could come under the Act. Ho was prepared to sco that machinery was instituted so that Maoris engaged in legitimate pastoral and agricultural pursuits should bo able to get advances in tho same manner as Europeans. The second reading was passed on tho voices. Tho Premier moved the second reading of tlio Post Office Savings Bank Investment Bill, which gives authority for setting aside £200,000 of the funds for the erection of new post offices at Auckland and Wellington. The Bill was read a second time on the voices. To-night tho second reading of tho Hutt- Bailway and Beads Improvement Bill, giving power to raise an additional £ LOO,OOO was carried. Mr. McGowan moved the second reading of tho Police Offences Bill, already'passed through the Council It is to prohibit traders declaring, without being authorised, that they are .under tho patronage of the Governor, and to prevent persons using Hie name of any persons as a trade name or name of a ship, building, institution, etc., without the authority of tlio owner. It also prohibits the use of false initials or diplomas. The second reading was agreed to on the voices.
