The chief value is as a warning against tho besetting folly of the hour in pandering to sentiment merely because it is popular, regardless of inevitable consequences. Tho Times hopes the Government will refrain from ratifying either the Prize Court or other projects until satisfied that England’s position will not compromise her, and that her power is left intact At the final sitting of the Conference, M. Nelidoff claimed that the international Prize Court was a monument tc the Cor ference. The delegates Iliad done their best, and successors must develop what had begun.
