Iho plenary sitting of tho Hague Gonierence voted its final act, enumerating 13 conventions and one declaration, which m tho form of separate acts, will be submitted to tho delegates for signaturo. Tho direction in which it is desirable tho Powers should work in order to achieve the important aims which were partly discussed by tlie Conference without definite results, is indicated. (Received Oct. 20. 4.10 pm) LONDON, Oct. io. The Times says the Hague Conference is a sham, and has done little good hut considerable mischief. The chief value is as a warning against tho besetting folly of the hour in pandering to sentiment merely because it is popular, regardless of inevitable consequences. Tho Times hopes the Government will refrain from ratifying either the Prize Court or other projects until satisfied that England’s position will not compromise her, and that her power is left intact At the final sitting of the Conference, M. Nelidoff claimed that the international Prize Court was a monument tc the Cor ference. The delegates Iliad done their best, and successors must develop what had begun.
