United Press Association —Cop7i"t,kt (Received Oct, 17, 9.52 p.m.) OTTAAVA. Oct. 17. Sir AViifrid Laurier, speaking at Halifax, said the' All-Red line shall, must, and will succeed. It was only necessary for the British Government to do as much for Canada as had been done for the steamships going to the United States.
