NEW CONVENTION ALLEGED TO BE A RETREAT.
United Press Association —Copyright (Received Oct. 13, 4.14 p.m.) THE HAGUE, Oct, 12. The first committee of the Conference passed a resolution adopting a declaration in favor of the principle of obligatory arbitration for the settlement of certain differences, notably those relating to interpretation and application of conventional stipulations between nations. The resolution added: “Although it is not nowpossible to conclude a convention the discussion lias not exceeded tlio limits of jurisdicial controversy.” Forty delegates voted in favor of the resolution.
Representatives of four Powers abstained from voting. Mr. Choate stated that the United States ab-
stained from supporting a declapption which lie declared was a retreat from the advance just previously won.
