FAMINE FORECASTED IN SOME DISTRICTS, United Press Association—Copyright (Received Oct, 8, 10.30 p.m.) LONDON, Oct. 8. Reports from India show that after a dry and hot September the situation is fair or good in Burma, Eastern Bengal, Assam, portion of the Bengal Central Provinces, portion of Bombay and Madras, but in West Bengal the crops are suffering, while in the harvest on the north-west frontier and in the,united provinces fail-" ure and distress are likely to be widespread, necessitating extensive relief measures. Indications point to only a quarter of the crops being gathered m Central India.
FACTORY LABOR. DECENTRALISING GOVERNMENT (Received Oct. 8. 10.30 p m ) . CALCUTTA, Oct.'s. A commission being appointed fo consider the whole question of factory labor xn India. Sir Henry Primrose, recently appointed chairman of a Royal Commission to study the question of decentralisation m India has withdrawn oil the grounds of health. Sir Charles -r* Aiobhouse, Under-Secretary for India, succeeds him.
