MANIFESTO BY CAPE PREMIER. United Press Association—Copyright (Received Sept. 27. 10.30 p.m.) CAPETOWN, Sept. 27. The Cape Premier’s manifesto asks i mandate to amend the Constitution to prevent the blocking of supplies. He claims that the Progressive party by conciliation obliterated racial differences, and announces his intention if dropping the name “Progressive.” The future moderate party will be named the “South Africa Unionist Party.” Its four planks would be ievelopment of South African products and industries, equal rights to ill civilised men, union of the European races and union of the South African colonies. He adds that the first step towards federation or unification with a prospect of early union must- be taken at the Customs and Railway Conferences with other colonies.
